Some subjects might be taught in the Philippine Islands from American texts, except as they gain in presentation by the use of local examples and illustrations. With agriculture the case is very different. The subjects to he studied are almost all different from those in the United States; the climate is different, the economic conditions are different. A useful text-book must be adapted to all of these differences. Our text-books are the products of evolution, those in use to-day having the good features hut, as far as can he helped, not the weaknesses of their predecessors. The teaching of agriculture in any large number of schools is so recent that this selection has not yet gone far. Even in temperate countries, there has not yet been time for general experience to decide what material, from the almost unlimited amount available, should he chosen for school use; the methods of presenting it are as diverse as the limited number of hooks permits, and a logical relation of the material seems as yet to have been less considered by most authors than the exercise of the eves and hands and the teaching of mere facts. In a subject in which texts are still so undeveloped, and in the first attempt in a tropical field, it is inevitable that this hook will he far from what many will think it should he. Under the circumstances, I trust that their criticisms will he constructive, and that they will he sent to the author. There is nothing unreasonable in good agriculture, and the fact that a text on the subject must he practical does not involve its being disconnected or illogical. Excerpt from An Agricultural Bank for the Philippines: A Paper The large European commercial houses, particularly in the sugar-producing provinces, sometimes make advances to agri culturists on the security of their crops. These advances, how ever, are generally confined to the owners of a few large estates, although they in turn may reloan part of the money to their tenants. The loaning of money is foreign to the regular busi ness of these commercial houses, and most of them are unwilling to tie up any considerable amount of capital in such ventures. In many parts of the Philippines money cannot be borrowed at any rate of interest on the security of agricultural land, no matter how good the land or how perfect the title. In the few sections where agricultural loans' are obtainable, they are made largely by Chinamen in small amounts, and at exorbitant rates of interest. Inquiries made in May, 1903, of provincial treas urers throughout the islands elicited the surprising information that rates of interest on agricultural loans as high as 3, 5, and even 10 per cent. A month were common.2 For example, the treasurer of Cagayan reports that interest in that province varies from 25 to 50 per cent. In Ilocos Sur the rate is said to vary from I0 to 100 per cent. In Ilocos Norte, from 20 to 100 per cent.5 It is a common practice for the creditor to obtain the privilege of purchasing the borrower's crops at extremely low prices fixed in advance, so that the nominal rate of interest often falls below the rate really exacted.
