In this Preliminary Report the Commission lays out the rules under which it operates, its preliminary conclusions and the reasons for them. The Commission will hold public hearings around the province, so that people can make representations responding to the proposals. Following these public hearings, the Commission may amend these proposals and must submit a final report to the Speaker by February 15, 2008.
