The vast majority of the world's poorest households depend on farming for their livelihood. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors as well as within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets first appeared approximately 20 years ago. Since then the OECD has provided estimates each year of market distortions in high-income countries, but there has been no comparable estimates for the world's developing countries. This volume is the second in a series (other volumes cover Africa, Asia, and Europe's transition economies) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Latin America' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of South America, plus the Dominican Republic, Nicaragua, and Mexico. Together these countries constitute about 80 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms, especially in the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added, and there have even been some policy reversals in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

In The Chicken Trail, Kathleen C. Schwartzman examines the impact of globalization-and of NAFTA in particular-on the North American poultry industry, focusing on the displacement of African American workers in the southeast United States and workers in Mexico. Schwartzman documents how the transformation of U.S. poultry production in the 1980s increased its export capacity and changed the nature and consequences of labor conflict. She documents how globalization-and NAFTA in particular-forced Mexico to open its commodity and capital markets, and eliminate state support of corporations and rural smallholders. As a consequence, many Mexicans were forced to abandon their no longer sustainable small farms, with some seeking work in industrialized poultry factories north of the border. By following this chicken trail, Schwartzman breaks through the deadlocked immigration debate, highlighting the broader economic and political contexts of immigration flows. The narrative that undocumented worker take jobs that Americans don't want to do is too simplistic. Schwartzman argues instead that illegal immigration is better understood as a labor story in which the hiring of undocumented workers is part of a management response to the crises of profit making and labor-management conflict. At present, roughly half of the world's population lives in urban centers. There are now more than 20 cities with a population of over 10 million inhabitants, compared to less than 5 about 50 years ago. This tendency toward urbanization is expected to continue, particularly in the developing world. A consequence of this growing trend is that millions of people are being exposed to harmful levels of urban air pollutants caused mainly by emissions from motor vehicles and from industrial and domestic activities involving the combustion of fossil fuels. The driving force for the design and implementation of emission control strate gies aimed at improving air quality has been the protection of the health of the population in urban centers. There are, however, other consequences of the pres ence of air pollutants besides the direct effect on human health. Reduced visibil ity, damage to monuments and buildings, and many other such consequences indirectly affect our quality of life. Another set of consequences involves damage to ecological systems. In fact, the nature of "photochemical smog" was first uncovered in the 1950s in connection with observations of its harmful effects on crops and plants in the vicinity of Los Angeles.
