Este trabajo contribuye a establecer si los procesos de participación ciudadana definidos por el IDU para la construcción de proyectos de infraestructura, aportan al empoderamiento de las comunidades ubicadas dentro del área directa e indirecta de influencia de los proyectos de infraestructura que desarrolla la entidad. Esta pregunta surge por el hecho de que las comunidades en algunas oportunidades han manifestado sus comentarios, reparos y, principalmente, sus inconformidades, utilizando escenarios diferentes a los dispuestos por la entidad, lo que muchas veces trae consigo consecuencias que afectan negativamente al resto de la ciudadanía.
