This handbook takes on one of the most pressing issues of today’s society – the question of housing. It is a cutting-edge edited volume about the disputed interrelationship between housing and the wider welfare state. Although housing scholars generally agree that housing should be regarded as part of such a wider welfare system, it has proven hard to pinpoint and operationalize its position within it. Moreover, the relationship became considerably more complex as a result of the period of intense globalization and the integration of national housing finance systems into world finance markets. Furthermore, welfare systems reflect economic as well as social models and these, too, have changed as countries have responded to globalization, and traditional ideological frameworks have become less distinct. Thus, there is a need to redefine the connection between housing and welfare in light of changes in both welfare and housing systems. By investigating the current situation and historical development of housing provision and welfare distribution in different contexts worldwide, this book aims to contribute to an expanded understanding of housing and welfare. The book brings together 25 international housing researchers covering 15 countries worldwide. With such a global approach, the book aims to provide an updated empirical picture and analysis of different housing systems and their connection to the welfare regime in different national contexts. The book moves beyond the usual focus on affordable housing provision in the context of well-developed welfare regimes and includes countries from the global south, incorporating regions where it is debatable whether there are welfare systems present at all. Thus, the book aims to provide the reader with an insight into the large differences in housing provision in international contexts with large differences regarding how the welfare state is comprised. From these insights, we reflect on whether regime approaches continue to provide a suitable theoretical framework for understanding the relationship between housing and the wider welfare state. Fables of Development: Capitalism and Social Imaginaries in Spain (1950-1967) focuses on a basic paradox: why is it that the so-called “Spanish economic miracle” —a purportedly secular, rational, and technocratic process— was fictionally portrayed through providential narratives in which supernatural and extraordinary elements were often involved? In order to answer this question, this book examines cultural fictions and social life at the time when Spain turned from autarchy to the project of industrial and tourist development. Beyond the narratives about progress, modernity, and consumer satisfaction on a global and national level, the cultural archives of the period offer intellectual findings about the expectations of a social majority who lived in the precariousness and who did not have sufficient income to acquire the consumer goods that were advertised. Through the scrutiny of interdisciplinary archives (literary texts, cinema, newsreels, comics, and journalistic sources, among other cultural artifacts), each chapter offers an analysis of the social imaginaries about the circulation and distribution of capital and resources in the period from 1950, when General Franco’s government began to integrate into international markets and institutions following its agreements with the United States, to 1967, when the implementation of the First Development Plan (1964-1967) was completed.

This book provides an analysis of the process and outcomes of the tax reform, with a focus on progressivity, redistribution, and inequality. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

Much of the critical discussion of the European political economy and the Eurozone crisis has focused upon a sense that solidaristic achievements built up during the post-war period are being continuously unravelled. Whilst there are many reasons to lament the trajectory of change within Europe’s political economy, there are also important developments, trends and processes which have acted to obstruct, hinder and present alternatives to this perceived trajectory of declining social solidarity. These alternatives have tended to be obscured from view, in part as a result of the conceptual approaches adopted within the literature. Drawing from examples across the EU, this book presents an alternative narrative and explanation for the development of Europe’s political economy and crisis, emphasising the agency of what are typically considered subordinate (and passive) actors. By highlighting patterns of resistance, disobedience and disruption it makes a significant contribution to a literature that has otherwise been more concerned to understand patterns of heightened domination, exploitation, inequality and neoliberal consolidation.
