Este libro trata el tema de la inmigración a través de una reflexión sobre los discursos que fundamentan propuestas políticas acerca de cómo gestionar el proceso histórico de multiculturalidad. Propone un programa de investigación basado en el enfoque de las políticas del discurso sobre la inmigración, esto es, la constatación de que el discurso en torno a la inmigración se ha convertido en una política, hasta el punto de que los partidos políticos se preocupan más por responder a las preguntas «¿qué decimos?» y «¿cómo lo planteamos?» que a las preguntas «¿qué hacemos?» y «¿cómo lo resolvemos?». La política del discurso no es un medio neutro que transmite interpretaciones acerca de distintos aspectos relacionados con el proceso de multiculturalidad, sino que orienta la realidad en determinadas direcciones y proporciona recursos legitimadores para gestionar políticas y percepciones ciudadanas. Tras una reflexión inicial sobre el vínculo entre discurso y política en el marco de la inte pretación de la multiculturalidad, la obra se desarrolla en dos partes: una parte teórica donde se presentan las diferentes políticas del discurso re-activas (populismo y tradicionalismo) y pro-activas (igualdad y ciudadanía), y una parte aplicada donde se analiza el proceso de construcción de una política del discurso en España, la relación entre gobernabilidad, discursos y opinión pública, y el discurso institucional de la inclusión de la Unión Europea.

Emigrant Dreams, Immigrant Borders: Migrants, Transnational Encounters, and Identity in Spain offers a new approach to the cultural history of contemporary Spain, examining the ways in which Spain’s own self-conceptions are changing and multiplying in response to migrants from Latin America and Africa. In the last twenty-five years, Spain has gone from being a country of net emigration to one in which immigrants make up nearly 12 percent of the population. This rapid growth has made migrants increasingly visible in both mass media and in Spanish visual and literary culture. This book examines the origins of media discourses on immigration and takes the analysis of contemporary Spanish culture as its primary framework, while also drawing insights from sociology and history. Emigrant Dreams, Immigrant Borders introduces readers to a wide range of recent films, journals, novels, photography, paintings, and music to reconsider contemporary Spain through its varied encounters with migrants. It follows the stages of the migrant’s own journey, beginning outside Spanish territory, continuing across the border (either at the barbed-wire fences of Ceuta and Melilla or the waters of the Atlantic or the Strait of Gibraltar), and then considers what happens to migrants after they arrive and settle in Spain. Each chapter analyzes one of these stages in order to illustrate the complexity of contemporary Spanish identity. This examination of Spanish culture shows how Spain is evolving into a new space of imagination, one that can no longer be defined without the migrant—a space in which there is no unified identity but rather a new self-understanding is being born. This book addresses contemporary discourses on a wide variety of topics related to the ideological and epistemological changes of the 19th, 20th and 21st centuries, and the ways in which they have shaped the Spanish language and cultural manifestations in both Spain and Hispanic America. The majority of the chapters are concerned with ‘otherness’ in its various dimensions; the alien Other – foreign, immigrant, ethnically different, disempowered, female or minor – as well as the Other of different sexual orientation and/or ideology. Following Octavio Paz, otherness is expressed as the attempt to find the lost object of desire, the frustrating endeavour of the androgynous Plato wishing to embrace the other half of Zeus, who in his wrath, tore off from him. Otherness compels human beings to search for the complement from which they were severed. Thus a male joins a female, his other half, the only half that not only fills him but which allows him to return to the unity and reconciliation which is restored in its own perfection, formerly altered by divine will. As a result of this transformation, one can annul the distance that keeps us away from that which, not being our own, turns into a source of anguish. The clashing diversity of all things requires the human predisposition to accept that which is different. Such a predisposition is an expression of epistemological, ethical and political aperture. The disposition to co-exist with the different is imagined in the de-anthropocentricization of the bonds with all living realms. And otherness is, in some way, the reflection of sameness (mismidad). The other is closely related to the self, because the vision of the other implies a reflection about the self; it implies, consciously or not, a relationship with the self. These topics are addressed in this book from an interdisciplinary perspective, encompassing arts, humanities and social sciences.
