"A viejos problemas, como la gran proporción de personas sin acceso al agua ni al saneamiento, o el aumento de la tierra de riego y su productividad, se han sumado otro nuevos, como acuíferos sobreexplotados, exportación de agua a través del intercambio comercial de frutas y hortalizas, urbanización y prácticas agrícolas que afectan las reservas de los acuíferos, y la cada vez más pobre calidad de las aguas superficiales. En este libro se sugiere que el problema del agua tiene cuatro facetas interrelacionadas: provisión, y saneamiento, agua como insumo natural, contaminación de embalses y riesgos causados por fenómeno hidrometeorológicos extremos, como sequías e inundaciones. Problemas que agravan el cambio climático y que primero debemos frenar, para luego adaptarnos a las nuevas condiciones. Todo ello aderezado por los conflictos que suscita la búsqueda de soluciones. Desde lo local hasta lo global, solucionar estos problemas, así como las fallas del mercado y de administración del agua y de la preservación del medio natural, se ha vuelto una necesidad ineludible, inevitable e impostergable. El libro es un amplio recorrido por la temática del agua, un intento relativamente profundo y riguroso de mostrar la necesidad de enfrentar el enorme reto de mantener el recurso hídrico en México como el patrimonio que es. Pese a su evidente importancia para garantizar la subsistencia humana, el acceso al agua es un derecho relativamente novedoso y de incompleta juridificación. El aumento exponencial en la demanda y el carácter limitado de este recurso generan en la actualidad situaciones de superabundancia para unos y falta absoluta para otros. A medida que se agudizan las contradicciones medioambientales del actual modelo de crecimiento y se observan sus efectos sobre el clima y la naturaleza, se hace más evidente que recursos naturales como éste desempeñan una función clave para un modelo sostenible de desarrollo humano. Mientras al acceso básico al agua se le niegue la condición de derecho fundamental considerándolo una simple mercancía o una concesión discrecional de los poderes públicos, se condenará a millones de seres humanos a poner en riesgo su seguridad biológica, ambiental, económica y social. Resulta por ello imprescindible el reconocimiento universal del derecho humano al agua, como límite a los poderes privados y a los propios Estados que pretenden hacer un uso arbitrario del recurso. Más allá de las dificultades de orden material y social que rodean la satisfacción de este derecho, el presente estudio pretende reflejar la importancia de ampliar el conocimiento no sólo de las dimensiones ambientales, sociales o económicas del derecho al agua, sino también de su faceta jurídica, ofreciendo una panorámica completa de la situación actual del mismo y proponiendo algunas líneas de investigación y acción para el futuro inmediato.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal.
