This report examines the demographic and language characteristics and educational aspirations of Asian American and Hispanic American eighth graders and relates that information to their mathematical ability and reading comprehension as measured by an achievement test. Special attention is paid to students who come from homes in which a non-English language is spoken. The report uses information selected from the National Education Longitudinal Study of 1988 (NELS:88). The NELS:88 administered questionnaires and tests to a national sample of 25,000 eighth grade students in over 1,000 public and private schools in spring 1988. A second data collection was conducted in spring 1990. Of the 1,505 Asian American students evaluated, 73 percent were reported as language minorities (LMs), while 77 percent of the 3,129 Hispanic American students evaluated were LMs. Of the LM students, 66 percent of the Asian Americans had high English proficiency as compared to 64 percent of the LM Hispanic Americans. Both Asian American and Hispanic American groups had 4 percent of LM students showing low English proficiency. Overall, the study found many similarities between the two groups. However, differences are apparent when data are divided along language proficiency, mathematics achievement, aspiration, and other measures. Statistical data are provided in 33 tables and 44 graphs. Appendices present selected survey questions, technical notes and methodology, and 109 standard error tables. (JB)

This pattern, the report complained, had fostered low expectations and a curricular hodge-podge of classes that failed to prepare students for college or work. The commission called on states to implement academic requirements for all students, regardless of background, including four years of English and three years each of science, mathematics, and social studies. Students should not be sorted by their presumed future destinations, the commission reasoned, but should be offered an equal opportunity to get a high-quality education to fit them either for postsecondary education or the modern workplace. Two decades after the commission called on states to reform the high school environment and raise graduation requirements, the Brown Center on Education Policy at the Brookings Institution convened a a group of prominent scholars to explore the current state of America's high schools, focusing on new research about reforming these institutions that are so important in the lives of the nation's adolescents. The questions considered reflected the diversity of the participants and covered a variety of areas—historical, international, sociological, and practical. Data gathered by the U.S. Department of Education show students today are taking many more advanced courses in mathematics and the sciences, while at the same time test scores do not reflect the increases in enrollments in academic courses. In addition, large score gaps remain among students from different social groups. Reform of the high schools must take into account the elementary and middle schools that prepare students and the postsecondary institutions to which students aspire. Adolescent culture and students' views about school and academic work play important roles in student achievement, as do the family and contemporary society in shaping of adolescent behavior. No matter their background, all participants agreed that the key to a successful high school rests with the extent to which it recognizes and strengthens its commitment to the intellectual growth of its students.

Eighth-grade students who are placed into Algebra 1 but fail end-of-course exams may experience lowered grade point averages (GPAs) and loss of motivation for math or avoid taking advanced mathematics courses in high school. Middle-achieving students present challenges in terms of mathematics placement. Self-efficacy theory and locus of control theory suggest the noncognitive traits mathematics self-efficacy (MSE) and academic locus of control (ALOC) are associated with mathematics achievement and could predict achievement in eighth-grade algebra. The purpose of this quantitative correlational study was to examine whether MSE, ALOC, and prior-year State of Texas Assessments of Academic Readiness (STAAR) mathematics score predict achievement in eighth-grade algebra among middle-achieving students in South Texas more accurately than prior-year STAAR mathematics scores alone. The sample included 111 eighth-grade algebra students in a large suburban school district in South Texas, whose scores on the previous year's STAAR mathematics exam fell between the 25th and 75th percentiles. MSE predicted meeting grade-level standards (R 2 = .229), performance category (R 2 = .327), and percent score on the NEISD Algebra 1 Benchmark exam (R 2 = .317). ALOC was not associated with achievement on the NEISD Algebra 1 Benchmark exam. These results suggest that predictions of achievement in eighth-grade algebra for middle-achieving students were improved with the addition of measures of MSE, but not ALOC. Suggestions for future research include developing a mathematics locus of control instrument and broader studies exploring the relationship between MSE and achievement in eighth-grade Algebra 1.
