Excerpt from Eighteenth Annual Report of the Secretary of State of the State of Michigan, Relating to Farms and Farm Products, 1895-6 The improved land as returned for this report is but acres less than the improved land tilled, including fallow and grass in rotation (whether pasture or meadow) reported in the census of 1894. The large increase from year to year of improved land reported in the Farm Statis tics, indicates that these reports will soon show all the improved land in the State that is tilled including fallow and grass in rotation. The land devoted to market garden truck and permanent pasture is not likely to be reported so long as the blank does not contain separate columns specially provided for such return. The area of improved land in the southern counties is returned at acres; in the central counties at acres; in the northern counties at acres, and in the upper peninsula at acres, There was an increase in each section as follows: Southern counties, acres; central counties, acres; northern counties, acres and upper peninsula acres. The total area in farms in the southern four tiers of counties is acres; in the central counties, acres; in the northern counties, acres, and in the upper peninsula, acres. Excerpt from Twentieth Annual Report of the Dairy and Food Commissioner of the State of Michigan: For the Year Ending June 30, 1913 Sir: -In accordance with the provisions of the act creating the Dairy & Food Department I herewith transmit to you the report of the operations of this department in detail for the year ending July 1st, 1913. In transmitting this report it will be remembered that it includes six months under the administration of the present Commissioner and six months of the administration of my predecessor, Mr. Dame. In this connection I would suggest and recommend that the legislature in the future should change the time for the expiration of the term of Dairy & Food Commissioner so that the term of the Commissioner and the fiscal year will end at the same time. As the matter now stands while a Commissioner holds office for two years, his operations extend over three fiscal years and only one of those fiscal years is contained entirely within his term. It has sometimes happened in the past that the outgoing Commissioner has in the first six months of the fiscal year spent a very large proportion of the funds of the department leaving the new Commissioner with scant funds to carry on his operations for the first six months of his term. Thanks to my predecessor this did not happen during my term but it has happened several times in the past history of the department. It will be much more satisfactory to have the term of office of the Commissioner concurrent with the fiscal year and in that way each Commissioner would report upon his operations only and could use the funds to carry on his policies of administration without embarrassing his successor. FINANCES. The annual appropriation for the support of this department is $35,000 per year and in addition it derives certain revenues from the licensing of creameries, milk dealers, ire cream manufacturers and stock food manufacturers. During the past fiscal year about $10,000 was collected from these various sources giving the department an available fund for the fiscal year of $45,122.45. During the year there has been expended in the operations of the Dairy & Food Department a sum of $38,559.10, leaving a balance which was covered into the State Treasury at the end of the fiscal year of $6,563.35. The Drug Department is given a yearly appropriation of $6,000. Of this there was expended during the fiscal year $5,476.18 leaving a balance to be covered into the State Treasury of $523.82.
