The Evaluation function (IG/EV) of the European Investment Bank Group (EIBG) continued to promote accountability through evidence-based assessments of the EIB Group's performance and results. It also contributed to learning, feedback and knowledge sharing to inform the decision-making process on the EIB's policies, strategies, and activities. In 2022, IG/EV: Launched six evaluations, in line with the 2022 work programme. Made a strong contribution to the evaluation community through its participation at conferences and knowledge-sharing events inside and outside the Bank - thereby helping foster best practices and strengthening the dissemination of the results stemming from its evaluations. Finalised its mid-term orientations, a roadmap for how IG/EV can achieve the objectives set out in the EIB Group Evaluation Policy. This report analyses the EIB Group's activity in cohesion regions in 2023, with particular emphasis on targeted social investments in key systemic enablers in those regions, such as access to essential services (e.g. inclusive healthcare and education, social and affordable housing), digital connectivity and the growth of mid-caps and small and medium-sized enterprises (SMEs), the latter with a particular focus on women entrepreneurs and youth. The Group's support for economic, social and territorial cohesion is presented in relation to its policy objectives, activity sectors, countries of operation, contribution to the United Nations' Sustainable Development Goals (SDGs) and sector-specific project outcomes. During 2020, the EIB Group's evaluation function provided timely and useful input for organisational decision-making. Its work programme for 2021-2023 echoes the EIB Group's work and priorities. Despite the unprecedented challenges, the European Investment Bank Group's evaluation function (IG/EV) delivered on its ambitious work programme in 2020. It provided timely and useful input for the organisation's decision-making at the onset of the COVID-19 crisis and helped the EIB Group to draw lessons on how to improve its work. During 2020, IG/EV worked on seven evaluations, including a comprehensive evaluation of EIB cohesion financing. It also assisted the EIB Group's early decisions in its response to COVID-19. IG/EV's work programme for the next three years includes topics that echo the EIB Group's work and priorities. Five new assignments will be launched in 2021, such as the EIB Group's response to the COVID-19 crisis or the EIB's support to climate change adaptation.

The report highlights the achievements and important contributions of the EIB Group's independent Evaluation function to evidence-based decision-making in 2021 and beyond. In 2021, the Evaluation function in the EIB Group's Inspectorate General (IG/EV) presented a record number of reports to the EIB and EIF Boards of Directors as compared to previous years, most of which fed directly into strategic Bank decisions, such as evaluations of: - Climate change adaptation, directly informing the preparation of the EIB Adaptation Plan; - Special Activities, helping the Bank deliberate on its future business mix; and - Climate awareness bonds, informing debates on reflecting climate considerations in pricing, which is particularly relevant for the EIB's climate ambitions. The approval of the EIB Group Evaluation Policy further signified the institution's commitment to accountability, learning and transparency. In 2022, three main themes will be in focus: - the EIB Group's support for SMEs; -the EIB's advisory support in Cohesion regions; and - the EIB's support for water and sanitation outside the European Union. The evaluation work programme is continuously evolving to reflect the Group's priorities.
