In order to provide a true video-on-demand illusion, programs are send [sic] from the program server to the set-top box at speeds higher than the viewing speeds. Hence, portion of the program needs to be stored. We present a mechanism that combines efficient storage utilization with optimal transmission bandwidth usage."
