Agricultural mechanization has often been characterized by scale-effects and increased specialization. Such characterizations, however, fail to explain how mechanization may grow in Africa where production environments are more heterogeneous and diversification of production may help in mitigating risks from increasingly uncertain climatic conditions. Using panel data from farm households and crop-specific production costs in Nigeria, we estimate how the adoption of animal traction or tractors affects the economies of scope (EOS) between rice, non-rice grains, legume/seed crops, and other crops, which are the crop groups that are most widely grown with animal traction or tractors in Nigeria. The results indicate that the adoption of these mechanization technologies is associated with lower EOS between non-rice grains, legume/seed crops, and other crops, but greater EOS between rice and other crops. An increase in EOS for rice is indicated in both primal and dual analytical approaches. Mechanical technologies may raise EOS between crops that are grown in more heterogeneous environments, even though it may lower EOS between crops that are grown in relatively similar environments. To the best of our knowledge, this is the first paper that shows the effects of mechanical technologies on EOS in agriculture in developing countries.

Agricultural development has long been considered an important driver of overall economic development in developing countries such as Nigeria. Whether increasing public expenditures on agriculture (PEA) can directly improve broad dimensions of household well-being has continued to be debated. In addition, there has been growing interest in the economic flexibility of households to switch between nonfarm and farming activities. Such flexibility can potentially enhance the resilience of households to shocks like the COVID-19 pandemic in today’s rapidly changing socioeconomic environments. Direct evidence of the impact of PEA on broad development outcomes is also important in informing regional initiatives aiming to use PEA as an instrument for overall food security enhancement and poverty reduction in Africa. Using state- and local government area (LGA)-level PEA figures and household data in Nigeria, this study aims to provide initial evidence at the household level in Nigeria. The findings suggest that greater PEA shares have positive effects on various development outcomes at the household level, including consumption, poverty reduction, nonfarm capital investments, and household dietary diversity. The findings also suggest that greater PEA shares are likely to help farm households enhance their economic flexibility. These findings are consistent with the hypotheses of positive linkages between PEA and agricultural outcomes, and linkages between agricultural and nonagricultural outcomes, often advocated in the literature. PEA should be increased by increasing its share of total public expenditures through conscious efforts to reallocate existing resources, rather than trying to increase it by increasing the overall size of public expenditures. Furthermore, it remains important to identify the appropriate sources (for example, spending by LGA or state) and types of PEA (for example, recurrent or capital spending) for particular development outcomes.

COVID-19 continues to plague global food security not only directly through health effects but also indirectly through responses that restrict key economic functions of the agri-food sector. De-spite the growing literature on the effects of COVID-19 on the agri-food sector, evidence on cer-tain players like mechanization service providers (MSP) and mechanization equipment retailers (MER) remain scarce. This study provides insights into the effects of COVID-19 restrictions on MSP and MER in Myanmar, where the majority of MSP and MER are relatively new and poten-tially vulnerable to these economic shocks, using an unbalanced panel data from five rounds of phone surveys. We find that direct responses to COVID-19 involving movement restrictions, as well as disruptions in the market that led to increased cost and reduced availability of machinery and equipment, and growing financial challenges, had significantly negative effects on revenue prospects, service delivery, sales of machines and equipment by MSE and MER. Our analyses based on rare multi-round surveys during a single production season also reveal important dy-namics in MSP’s decision-making; negative revenue prospects at particular period can further hurt revenue prospects in subsequent periods, which is consistent with the hypotheses that agents like MSP who had incurred significant sunk-cost in machines can engage in more desperate and thus potentially suboptimal business practice to recover the sunk-cost. This may result in a vi-cious cycle of declining revenues in the future in the face of shocks like COVID-19. Overall, evi-dence suggests that, policies to minimize movement restrictions, various financial support, and mitigate any pessimism at the beginning of production season are all important to make sure MSP and MER continue to function effectively during the COVID-19 pandemic that persists in 2021.

Managing biotic stress, such as pests, diseases, and weeds, remain critical in enhancing the productivity of agrifood systems in developing countries, including Nigeria. The public sector continues to seek solutions for efficient and effective measures for addressing these biotic stresses, ranging from varietal technologies, improved crop husbandry, and the application of agrochemicals. The field-level evidence remains scarce regarding the effectiveness of these measures in developing countries like Nigeria. Furthermore, increasing climate uncertainty poses further challenges in identifying effective measures. This study assesses the damage abatement effects of agrochemicals in Nigeria and how these effects are affected by weather shocks. We extend the standard damage abatement framework to 4 waves of farm panel data to minimize the potential bias due to the endogeneity in agrochemical use decisions. Our results indicate that weather shocks have significant effects. In particular, rising nighttime minimum temperatures above 20 ℃ have significantly increased damage abatement effects of pesticides in Nigeria. This is possibly because of increased pest activities induced by the warmer nighttime temperatures, which, in the absence of pesticide uses, would cause more significant damage to crops. These results hold for all crops combined, as well as individual crops, including cowpea and maize, for which Nigeria has intensified its effort in pest control through both agrochemicals and Bt varieties in recent years.

Gender differences in the engagement of work activities across sectors are important elements of gender inequality in rural livelihoods and welfare in developing countries. The role of production technologies, including agricultural mechanization, in addressing gender inequality, is increasingly explored. Knowledge gaps remain, however, including, how agricultural mechanization differentially affect labor engagements across sectors. This study aims to partly fill these knowledge gaps through micro-evidence from 8 countries (Ethiopia, Ghana, Nigeria, Tanzania, India, Nepal, Tajikistan and Vietnam), using several nationally representative panel data and supplementary data, and applying Correlated-Random-Effects Double-Hurdle models with Instrumental-Variables. We find that the use of tractors and/or combine harvesters by the household induces greater shift from farm activities to non-farm activities by female members than by male members. While statistical significance varies, these patterns generally hold consistently across all 8 countries studied. These patterns also seem to hold across different farm sizes. While these are short-term relations, agricultural mechanization proxied by tractor and/or combine harvesters is one of the important contributors to gendered rural livelihood. Future studies should more closely investigate underlying mechanisms and implications of these patterns.
