This thesis analyzes the continuation behavior of prior service Selected Marine Corps Reserve (SMCR) unit members in the grades of E3 to E5 and examines the effect of activation post-9/11 on 12-month continuation rates. The effect of monetary incentives is estimated and other significant predictors of continuation identified. Data were collected from the Total Force Data Warehouse (TFDW) for all Selected Reserve (SelRes) members who served between August 31, 2001 and October 31, 2009. Limited data to determine service history were collected from December 31, 1994 to July 31, 2001. Two probit regression models were estimated for the three tour lengths of 4-, 12- and 24-months. The models included explanatory variables for activation in support of a contingency operation, bonuses, economic conditions, ability, person-job fit, military experience, and demographics. Two additional models were estimated to isolate the effects of prior reserve experience in the active and Reserve Components (RC). Factors having positive effects on continuation were activation frequency, bonuses, the unemployment rate, prior RC experience, tour length, and multiple tours. Negative influencers on continuation included activation length, deploying outside the continental U.S., unexcused absence from drill, being female, being married, and being older.

This thesis identifies the effects of mobilization on Marine Corps Reserve non-prior service (NPS) personnel continuation rates. The research evaluates the retention effects of reservists' expectations about mobilization by analyzing retention data from three separate time periods - Pre-9/11, Overlap-9/11, and Post-9/11. The analysis used monthly observations for NPS reserve enlisted personnel who have completed their initial 6-year obligated drilling contracts. This research analyzed the end of contract "waterfall" period, which describes the drastic drop in reserve continuation that takes place upon the completion of NPS reservists drilling obligation. Analysis was performed using multivariate models for each time period, which consider the effects of mobilization, as well as other explanatory variables for demographics, military performance, education benefits, unit type, geographic region, and unemployment rate. The effects of mobilization on continuation were found to differ depending on mobilization duration, frequency, and time period. Factors negatively influencing continuation were found to include general overseas deployment and longer mobilizations. However, the negative impacts on continuation were found to decrease or become statistically insignificant for those who enlisted after 9/11. Shorter mobilization durations were found to positively impact continuation rates.

This thesis explores the predictive effects of the Marine Corps Selective Reenlistment Bonus (SRB) on first-term retention while controlling for varying levels of deployment tempo. In order to successfully predict reenlistment decisions in the current era, the model must control for conditions that affect a Marine' choice to reenlist, none being more influential than deployments to Operation Iraqi/Enduring Freedom. Adding deployment tempo variables to the logit prediction model enables Marine Corps manpower planners to properly account for changing conditions in the "Long War." The results of this analysis find the increased deployment tempo in recent years has had a negative affect on reenlistments. To counter this effect the Marine Corps has steadily increased its SRB budget and subsequent SRB offers to all Marines. In order to improve the accuracy of reenlistment predictions, this thesis estimated a model with alternative indicators of deployment tempo. The model developed is parsimonious, yet predicts accurately. Validation results show that if the model was utilized to predict FY07 reenlistment rates, it would have average prediction errors of 12 percent for the 27 high-density MOSs, who make up nearly 61 percent of the first-term population.

This thesis examines factors that influence a male, first-term enlisted reservist's decision to remain in the Selected Marine Corps Reserve (SMCR). Specifically, the logistic regression model was used to determine the relative impact of bio-demographic and both pecuniary and nonpecuniary job factors on retention. Models were developed for both nonprior (NPS) and prior active service (PS) reservists. The database was a combination of the responses of participants in the 1986 Reserve Components Surveys and their personnel records from the Reserve Components Common Personnel Data System. The thesis concludes with reserve policy implications and recommendations for further research. Important findings of this thesis were: Reserve income has a statistically significant and positive impact on SMCR retention. Civilian income was not found to be a factor. Educational benefits, civilian job-related training, and retirement benefits were found to be significant factors in retaining prior service reservists. This thesis examines factors that influence the retention of male Staff Noncommissioned Officers (SNCOs) in the Selected Marine Corps Reserve who have completed their six-year initial military obligation. The data were extracted from the Reserve Components Common Personnel Data System. Logit regression was used to measure the influence of various demographic and military variables on retention to 15 years and retention to 15 years. Models were developed to assess the probability of a Marine SNOC staying to 15 years of service and 15 years of service, respectively. The thesis identified four significant factors that influence retention in the 15-year model, and five significant factors in the 18-year model. In both models, single Marines with no dependents are more likely to separate from the Selected Reserves than married Marines with dependents. Staff Sergeants (E6) are more likely to separate from the Selected Reserves than Gunnery Sergeants (E7), while Master Sergeants/First Sergeants and Master Gunnery Sergeants/Sergeants Major are more likely to reach the 15 and 18-year milestones than E7s. Serving in a combat support occupational field proved to be a significant predictor in the 18-year model, but it was not useful in the 15-year model.

The Reserve Affairs (RA) division at Headquarters Marine Corps (HQMC) requested the development of a model to determine affiliation and participation rates for field grade officers for a projected officer population in the Selected Marine Corps Reserve (SMCR) and the Individual Mobilization Augment (IMA) program, and a corresponding mobilization requirement among un-affiliated officers. This thesis analyzes roughly 20 years of Marine Corps Reserve officer inventory history. It examines how the Marine Corps Reserves current grade strength inventory evolved and uses that inventory data to develop a reference table for use by RA to better plan for future requirements. This table will allow RA to plan for how many of each field grade rank are required in inventory to maintain an acceptable manning rate so that the Marine Reserve is not left short-handed in those categories, or have too many under-employed officers.
