The effectiveness of using orthonormal transform methods in digital signal processing application was analyzed. (1) Standard tools and analytic measures for comparing the performance of orthonormal transforms under specified as well as partially known statistics are developed for data filtering and coding. (2) Signal uncertainty relations are generalized to cover discrete as well as non-trigonometric transforms. (3) The effectiveness of Fourier and Walsh transforms is compared for radar velocity estimation and target detection. (4) The discrete Fourier transform is proved to be asymptotically performance degradation due to residual cross-correlation among Fourier coefficients are developed for finite N. (5) Necessary and sufficient conditions for two transforms to be asymptotically equivalent are developed and bounds on the worst case performance difference are derived. (Author).
