In Bullets Not Ballots, Jacqueline L. Hazelton challenges the claim that winning "hearts and minds" is critical to successful counterinsurgency campaigns. Good governance, this conventional wisdom holds, gains the besieged government popular support, denies support to the insurgency, and makes military victory possible. Hazelton argues that major counterinsurgent successes since World War II have resulted not through democratic reforms but rather through the use of military force against civilians and the co-optation of rival elites. Hazelton offers new analyses of five historical cases frequently held up as examples of the effectiveness of good governance in ending rebellions—the Malayan Emergency, the Greek Civil War, the Huk Rebellion in the Philippines, the Dhofar rebellion in Oman, and the Salvadoran Civil War—to show that, although unpalatable, it was really brutal repression and bribery that brought each conflict to an end. This study explores the nature of the insurgency in Afghanistan, the key challenges and successes of the U.S.-led counterinsurgency campaign, and the capabilities necessary to wage effective counterinsurgency operations. By examining the key lessons from all insurgencies since World War II, it finds that most policymakers repeatedly underestimate the importance of indigenous actors to counterinsurgency efforts. The U.S. should focus its resources on helping improve the capacity of the indigenous government and indigenous security forces to wage counterinsurgency. It has not always done this well. The U.S. military-along with U.S. civilian agencies and other coalition partners-is more likely to be successful in counterinsurgency warfare the more capable and legitimate the indigenous security forces (especially the police), the better the governance capacity of the local state, and the less external support that insurgents receive.

Armies are invariably accused of preparing to fight the last war. Nagl examines how armies learn during the course of conflicts for which they are initially unprepared in organization, training, and mindset. He compares the development of counterinsurgency doctrine and practice in the Malayan Emergency from 1948-1960 with that developed in the Vietnam Conflict from 1950-1975, through use of archival sources and interviews with participants in both conflicts. In examining these two events, he argues that organizational culture is the key variable in determining the success or failure of attempts to adapt to changing circumstances. Differences in organizational culture is the primary reason why the British Army learned to conduct counterinsurgency in Malaya while the American Army failed to learn in Vietnam. The American Army resisted any true attempt to learn how to fight an insurgency during the course of the Vietnam Conflict, preferring to treat the war as a conventional conflict in the tradition of the Korean War or World War II. The British Army, because of its traditional role as a colonial police force and the organizational characteristics that its history and the national culture created, was better able to quickly learn and apply the lessons of counterinsurgency during the course of the Malayan Emergency. This is the first study to apply organizational learning theory to cases in which armies were engaged in actual combat.

Most policymakers see counterinsurgency and counternarcotics policy as two sides of the same coin. Stop the flow of drug money, the logic goes, and the insurgency will wither away.
