To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. Agriculture is expected to face increasing water risks that will impact production, markets, trade and food security - risks that can be mitigated with targeted policy actions on water hotspots. This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally. A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

El gobierno español ha desarrollado dos planes para apoyar la modernización de aproximadamente dos millones de hectáreas de regadío. Sus dos principales objetivos son el incremento de la competitividad de la agricultura de regadío, y el ahorro de 3.000 hm3 anuales de agua. Para estimar este ahorro se ha usado generalmente el concepto de eficiencia del riego. Sin embargo, este concepto no recoge principios hidrológicos básicos como la reutilización del agua y su calidad, la distinción entre uso y consumo, y la localización del uso dentro de la cuenca hidrológica. Este estudio analiza los efectos de la modernización de regadíos sobre la cantidad y la calidad del agua, tomando la cuenca del Ebro como caso de estudio. Para ello se ha realizado una aproximación conceptual basada en la contabilidad del agua. Esta metodología aplica balances para considerar los principios hidrológicos antes indicados. La modernidad no supondrá un ahorro de agua en cuencas donde la mayor parte de los retornos de riego se originen lejos de la costa y sean reutilizables. Por el contrario, la modernización incrementará su consumo y reducirá su disponibilidad, dado el incremento que experimentará la producción agraria. Los agricultores invierten en este proceso para aumentar la productividad de sus explotaciones. Sin embargo, la modernización reducirá la masa de contaminantes exportada desde el regadío. La mejora de la competitividad agraria y de las condiciones de trabajo de los agricultores, así como la mejora global de la calidad del agua, serán los principales beneficios de estos planes para la sociedad.
