"Since the first thesis on Nigerian education by a Nigerian was completed in 1946, several others have followed in quick succession. These studies critically examined the education system from the points of view of the qualification of its teaching staff, the effectiveness of its administration, the adequacy of its curricula and of the instructional methods used, the suitability of its facilities, the extent of its support by the Nigerian public, and the abilities and attitudes of its students. Case Study from the year 2014 in the subject Pedagogy - School System, Educational and School Politics, , language: English, abstract: This study focused on education as an effective instrument for grassroot development in Nigeria with particular reference to Oyi Local Government Area of Anambra state. The subject used for the study includes civil servants and private sectors. A total of one hundred and sixty copies of questionnaire were designed for the study was administered. The relevant data collected were analyzed using chi-square. The result shows that educational can bring awareness in the society change that will lead to developments and there is human capital development that leads to the improved standard of living at the grassroots level. Education is an activity we all feel that we know something about having had practical experience of it. Nwosu (2014) defined education as the process of socializing the individuals to develop his/her capabilities, and abilities to acquire knowledge, skills, habits, interest, attitudes and behaviours that enable the individual adjust and respond to the environmental conditions in order to function effectively in the society for maximal personal and national development. Dewey (1963) defined education as a fostering, a nurturing and a cultivating process. This definition implies that education leads to development or growth. Okoh, Ejedimu and Okafor (2013) noted that education is essential for survival and social change in the modern society. It is the foundation upon which physical and technological developments rest, as well as a veritable tool in the development of any nation especially developing ones. Thus, the value and functionality of nay education system lies in its ability to actualize the goals of education which emphasizes on self development of learners and usefulness to the socio-political and economic well being of the country (Odunayo and Olujuwon, 2010).

In the formerly colonial world, the discourse of development has established an almost unquestioned intellectual and political dominance. Adult educators, their purposes and their programmes, are inevitably deeply shaped by this fact. Frank Youngman believes that adult educators need to have an understanding of the various different theories of development, and how different development strategies and biases impact on their own work. The purpose of his book is to provide a theory of applied political economy to explain the interface between society and adult education in developing countries. The author's own approach is broadly influenced by the Marxist tradition, but one that seeks to transcend many of the limitations and rigidities often prevalent in the past. He introduces adult educators to the main competing theories of development - the modernisation, dependency, neo-liberal and various alternative approaches. He then demonstrates the power of his analytical tools by examining a variety of specific issues affecting adult education. Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions.
