The papers for this special issue were selected from a pool of nearly 700 presentations which were made at the 10th Congress of the World Council of Comparative Education Societies (WCCES), which was held in Cape Town, South Africa, from 12 to 17 July 1998. The congress was hosted by the Southern African Comparative and History of Education Society (SACHES) and held on the campuses of the University of the Western Cape and the University of Cape Town. The papers were selected by the convenors of the conference's standing commissions, which provided a significant focus for the conference proceedings. These commissions were on the following themes: Teachers and teacher education Curriculum - Higher education - Lifelong learning - Language, literacy and basic education - Gender and education Policy - Theory and theory shifts Basic education in Africa Peace and Justice Dependency European Education Policy Research in Africa Culture, Indigenous Knowledge and Learning The papers presented, as the discussion below makes clear, ranged widely in subject matter and theoretical perspective and addressed issues of concern both to individual countries and to regions of the world. While some of the papers use comparison as an approach, it remains a matter of concern that the comparative perspective is so little in evidence. It is hoped that the com parative research approach will be more in evidence in the future.

Although in Latin America there are no educational programs specialized in comparative education, as there are in some European, Oriental and North American universities, there are scholars who cultivate this field. Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality. Bringing together experts in social, fiscal and macroeconomic policies to investigate the interdependent and global character of inequalities, this book will appeal to scholars of sociology, economics, development and politics with interests in Latin America, inequality and public policy.
