Third in the series Sociocultural Studies of Educational Policy Formation and Appropriation, this volume brings together scholars from North America, South America, and Europe to examine the relationship between ethnographic research and educational policy. The product of papers and discussions originally taking place at the Interamerican Symposium on Ethnographic Educational Research, the book presents both original empirical research reports and theoretical-methodological proposals for using ethnography to study and influence educational policy. After an introduction and opening chapter that highlight the different ways of conceptualizing education, education policy, and diversity across American borders, five full chapters address the relationship between ethnography and educational policy through sustained empirical attention to specific research sites and projects. The next section of the book presents shorter position statements that relate specific research or policymaking experiences and reflect on the ways that ethnography can be involved in a project of formulating or revising policy. In this section, edited transcriptions of workshop discussions give the reader a vibrant sense of the challenging issues facing educational ethnographers attempting to address policy. The book closes with a commentary by a veteran educational ethnographer. Of interest to educators, researchers, and policymakers across the Americas, this volume contributes to an ongoing dialogue about how ethnographic research can intersect advantageously with the policymaking enterprise.

This book has been almost seven years in the making. Though the work has certainly not been continuous for all those years, it was a major focus of the three of us for most of them. It is a tribute to Paulo Freire, his courage, his humanity, and the timelessness and relevancy of his ideas that our work on this manuscript was never tedious, never dull, and never a burden, but rather a constant source of joy, inspiration, and discovery. Although the book was always intended to be a critical but friendly description and analysis of Freire's efforts as Secretary of Education, the need to disseminate information about this radical educational reform became even more urgent after the sad news of Paulo Freire's death in May 1997. In Makers of Democracy A. Ricardo López-Pedreros traces the ways in which a thriving middle class was understood to be a foundational marker of democracy in Colombia during the second half of the twentieth century. Drawing on a wide array of sources ranging from training manuals and oral histories to school and business archives, López-Pedreros shows how the Colombian middle class created a model of democracy based on free-market ideologies, private property rights, material inequality, and an emphasis on a masculine work culture. This model, which naturalized class and gender hierarchies, provided the groundwork for Colombia's later adoption of neoliberalism and inspired the emergence of alternate models of democracy and social hierarchies in the 1960s and 1970s that helped foment political radicalization. By highlighting the contested relationships between class, gender, economics, and politics, López-Pedreros theorizes democracy as a historically unstable practice that exacerbated multiple forms of domination, thereby prompting a rethinking of the formation of democracies throughout the Americas.

Participation can be a double-edged sword in that it can be used to bind people into agendas and policies they have little control over or it can help enable them to give voice to real and significant issues. Drawing on the work of Raymond Williams, genuine participation has to be an open and democratic process which enables all to contribute to the creation of meanings. Adult education in communities can then be involved in the process of creating ‘really useful knowledge’, that is, knowledge which enables people – individuals and collectivities who experience systematic forms of oppression, domination and exploitation – to think about, analyse and act on their situation individually and severally. By drawing on contemporary accounts of emancipatory action and participatory research the author elaborates on the role of adult educators in this context. (From the Preface) This book tries to reflect on adult education and its close relationships with communities. It is a modest attempt to maintain adult education in the scope of the community life against the growing schooling, the focus on employability, and on the labour market. In the last years it seems that adult education has become a kind of provider of diplomas, skills and competences and has forgotten its role to enlighten individuals and help them to share their community life with an abundance of richness, diversity, sadness and happiness. Adult Education is intrinsically connected to daily life, and the life that individuals constantly edify in their interactions. If adult education is connected to daily life, one of the major tasks is to recover this feeling and to link daily life and education. I think that at present time, in a moment of intense reductionism, reality is usually presented as very plain, losing its complexity and diversity that are related to the fact that life is being lived everyday by men and women as creators and relational beings.
