This paper examines whether the Job Creation Tax Credit program in Baltimore has been able to create jobs and thus whether it has been an important economic development policy tool. The comparative analysis method has been used to quantify the number of jobs created each year by various firms that participate in the program. Geographical Information Systems (GIS) has also been applied to map various firms participating in the program. The study found that the jobs created fell behind jobs projected between the period 1998 to 2002 and that the participation level was low. However, Baltimore has some major potential resources as outlined by the Maryland Department of Business and Economic Development (MDBED) that could attract investments more aggressively. For the JCTC program to be more effective in Baltimore, planning policies should focus more on firms that can take advantage of Baltimore's geographical location and resources. Lastly, small-scale firms should be given priority in the program thus giving local people more access to individually owned firms. -- Abstract.
