While most larger cities have full-time staff, small cities generally do not have full-time waste management departments and thus have more difficulty in planning and developing efficient systems. The Solid Waste Disposal Act of 1965 applies to small cities as well as large areas. Many State and local governments have enacted legislation imposing environmental regulations on the collection and disposal of solid waste. State and local officials and planners are faced with the task of developing solid waste management systems that meet environmental require ments in an economical manner.
