Dr Hackett discovered in the Angelica Library in Rome a manuscript containing a unique text of the first constitution of Cambridge University. The centrepiece of this book is a critical edition of the text with an English translation on facing pages. The importance of his discovery for historians of Cambridge and of medieval university education cannot be overestimated. The Cambridge constitutions form a complete code, promulgated at a remarkably early date (c. 1250). Dr Hackett shows that Oxford lagged more than 50 years behind Cambridge in codifying its statutes and neither Paris nor Bologna, the oldest of all universities, had a written constitution or code of laws at this time.

The University Statutes stand first, and bear their own numbers. The Colleges are placed in the order in which they follow one another in the various schedules and lists occurring in the University Statutes. This order, which has long been in common use in the University, is in fact the chronological order either of foundation or of re foundation; but, where a College has been re-founded, it must be observed that, if it retains its old name, even in part (as Gonville and Caius), it retains its old precedence; whereas, if it adopts a new name (as Trinity, Magdalene, Christ's), it loses its old precedence, and it is ranged, by common consent, according to its new dedication. To bring out this point clearly, it has been thought worth while to place a single line after the name of each College in the Tables of Contents. Excerpt from The Statutes and Laws of the University at Cambridge: As Revised and Adopted by the Corporation on the 10th of June, And, Concurred in by the Overseers on the 17th of September, 1848 TO this selection Of laws and statutes relating to under graduates, thus adopted by the Corporation and Overseers, were subsequently added the Orders and Regulations Of the Faculty Of Harvard College, forming together the pamphlet edition Of the Laws, placed in the hands Of students when admitted to the College. This pamphlet has been more than once reprinted. The last edition Of the first portion - that is, The Laws Of Harvard University relative to Undergraduates - bears date in 1845; and the last edition Of the Orders and Regulations Of the Faculty Of Harvard College bears date in 1847. The selection above described, and the repeal Of a consider able part Of the laws previously existing, seemed to render a re vision and a republication Of the residue necessary. According ly, on the 19th June, 1834, it was voted by the Corporation, that the President be authorized to have printed those College laws which do not relate particularly to Undergraduates. In pursuance Of this authority, a pamphlet was prepared by Presi dent Quincy, and printed in 1834, under the title Of Statutes and Laws of the University in Cambridge, Massachusetts.
