Master's Thesis from the year 2004 in the subject Politics - Topic: European Union, grade: 2,0 (B), University of Münster (48), language: English, abstract: In this thesis I took a closer look at the second largest and most flexible policy field of the EU: Regional Policy. At present, there are debates about the future of EU Regional Policy, closely linked to the current debate about the EU budget for the planning period 2007-2013 for it is this budget that sets the boundaries for the financial resources of EU Regional Policy. I assume that the future of the EU, its acceptance within the community and its legitimacy by the community, is dependent on the outcome of this ongoing debates and the future of regional policy. By analysing the developments and the ongoing debates concerning EU Regional Policy so far I give prospects for the future of the EU in general and EU Regional Policy in particular. The eastern enlargement is highly influencing regional policy and will result in a financial shift from west to east. I used Latvia as a case study to show in what way concrete structures of a post-Soviet state are being influenced and developed. In order to investigate and do the appropriate research concerning my case study I lived in Riga, the capital and political Walhalla of Latvia, for half a year. By being there and participating in seminars and congresses and by carrying out a project with a main focus to bridge the information gap between local Latvian authorities and the EU, I got a good overview how the different governmental officials, but the “normal people” as well, judge the EU and EU Regional Policy in particular. I learned that regional policy is extremely subject to the spectators view. The judgement of EU Regional Policy depends on different political, social and moral argumentations. That the angle on how to look at the topic is very different seems obvious: Let’s take a Latvian mayor who is also part-time farmer as an example: Although he is interested in EU support he is barely able to fulfil the administrative and material conditions necessary to be eligible for EU support. His Dutch colleague on the other hand is concerned about the financing of his relatively efficient local administration and he might judge financial support to weaker EU regions as competition. This example shows the different starting points. The decision-making process shows similar disparities. At the moment there is a clear gap between net-contributors and net-beneficiaries within the Union. They have not come to a compromise concerning EU Regional Policy and the budget yet. ...

Negotiations are underway to agree the details of the European Union budget for the period of 2007 to 2013 (known as the Financial Perspective), covering the newly enlarged EU of 25 member states. Further enlargement is likely, with Bulgaria and Romania due to join in 2007 and the possible accession of Croatia and Turkey being considered. The Committee's report considers a range of issues in relation to the current budget debate, including the merits of the Commission's proposals within the framework of recent and future EU enlargement; the Common Agricultural Policy; Structural and Cohesion Funds; the Lisbon Agenda; other spending categories; the functioning of the 'Own Resources' and a EU tax; UK abatement and the Commission's proposal for a Generalised Corrective Mechanism. Conclusions reached include support for the UK Government's insistence that the UK rebate is non-negotiable, given the inadequate reforms of the CAP; however, if real reform of the budget was offered, then the UK Government should be prepared to negotiate. Structural funds should be focused on the 10 new member states, as well as the two applicant countries of Romania and Bulgaria, with the phasing out of EU regional development funds for all 'old' member states with the exception of Greece and Portugal.

Latvia's experience over the past decade shows that economic growth and real convergence can no longer be assumed to be exogenously driven processes determined by given technological improvements and relatively higher factor returns. Instead, it is an endogenously driven process led by many variables, including policy variables. European membership clearly brings enormous economic benefits to Latvia. However, it also brings important challenges on the macroeconomic front, especially prior to the adoption of the euro. Substantial progress has been made toward fiscal consolidation since the mid-1990s but several risks remain. Given the facts that domestic demand remains buoyant and that Latvia will have to accommodate the expenditure commitments associated with NATO and EU membership while simultaneously aiming to fulfill the medium-term goal of a balanced budget, a more prudent fiscal policy should be the main short-term policy objective. The authorities should therefore reassess their current medium-term budget framework and strengthen their fiscal rules so that off-budget spending is eliminated and controls over spending ministries and local government finances are reinforced. They should also rethink any further tax reductions until a clear strategy is designed for compensating for projected losses in government revenues. Monetary policy can contribute to sustainable growth and job creation in Latvia in the medium and long term by providing an environment for price stability. It will have to be complemented by further microeconomic reforms and prudent wage developments aligned with productivity growth. This paper - a product of the Poverty Reduction and Economic Management Sector Unit, Europe and Central Asia Region - is part of a larger effort in the region to contribute to macroeconomic analysis in the Baltic countries.
