Carolina, at the Session of 1852 For the better administration of Justice in the Courts of Pleas and Quarter Sessions of this State. I. Be it enacted by the General Assembly of the State 2 of North Carolina, and it is hereby enacted by the 3 authority of the same, That it shall be the duty of the 4 Justices ofthe Peace of the several Courts of Pleas and 5 Quarter Sessions in this State, in case a majority Ofsaid 6 Justices ofthe Peace in each County shall deem the same 7 expedient and necessary, at the first term that shall be 8 holden in their respective Counties, after the 9 of next, to elect some person of ability, 10 integrity and learning ln the law, Judge of the Court of 11 Pleas and Quarter Sessions of said County, who shall 12 hold his office for the term often years, if he shall be of 13 good behavior during that time. Excerpt from Documents Printed by Order of the General Assembly of North Carolina, 1835 With a Treasury barely sufficient to meet the current expenses of the Govern ment, without resorting to loans, it would be idle to recommend the adoption of any measurcs connected with the general iarovement of either the physical or intel lectual resources of the country. My opinions on these subjects, have been repeat edly communicated to the General Assembly, and are too well known to all classes of the community, to justify repetition. To attempt to accomplish any thing with regard to either, without first having provided a competent fund for the purpose, would have no other effect than to disappoint the excited ho p'es of the public, and postpone further efforts to an indefinite period. A just proportion of the revenue, accruing from the sales of public lands, would enable us 'to enter upon a system of measures which could not be otherwise than productive of the most auspicious results. Without it, ' judging from past experience, little expecta tion can be entertained that an adequate fund for this purpose willbe provided by the government in time to meet the growing exigencies of the country. Excerpt from Documents Printed by Order of the General Assembly of North Carolina, at Its Session of 1842-43 By virtue of the Act authorizing me to appoint an agent in the County of Niacon or Cherokee. For the purposes therein specified, 1 appointed jacob siler, Esq. Who gave the Bond and Security required, and entered upon the discharge 'of his duties. Piis communications to the Treasury Department, will give you the information as to his progress. The general pecuniary pressure, the scarcity of a circulating medium in the Western part of the State, the want of sufficient Roads to carry Produce to market, and the outlays necessary to settle a new Country, all combine to make it extremely difficult to pay the debt due the State upon the Cherokee Bonds, and it is believed if payments thereon be rigorously exacted, the result will be, in many instances, ruin to the debtors and loss to the State; but, if reasonable indulgence be given, it is probable, that most of the debts will be collected.
