La gestión de los centros educativos se ha transformado en uno de los ejes de la política educacional en Chile. Para ello se han introducido una serie de modificaciones en el Marco Legal, entre ellas, la Ley de Subvención Escolar Preferencial y la Ley de Concursabilidad de Directores. Este nuevo marco legal pone énfasis en el proceso de elaboración e implementación de Planes de Mejoramiento Educativo (PME). Desde la literatura se ha señalado que la elaboración e implementación de planes que ayuden al logro de una mayor calidad y equidad en la educación, supone una cultura organizacional que posibilite no sólo el aprendizaje de los estudiantes, sino también de la organización. Por otro lado, se ha señalado que para el logro de un mejoramiento educativo no basta con un asesoramiento externo, sino que además se requieren condiciones asociadas a un liderazgo distribuido y compartido por todos los actores relevantes convocados e elaborar e implementar Planes de Mejoramiento. Educativo. En este trabajo se realiza un análisis crítico de los supuestos que están a la base de la actual Reforma Educacional. Particularmente se aborda, desde una perspectiva teórica, la pertinencia de estos supuestos en un contexto rural y las posibilidades de desarrollar un aprendizaje organizacional y un liderazgo distribuido en contextos rurales.

Following on from the preceding volume in this series that focused on innovation and implementation in the context of school-university-community collaborations in rural places, this volume explores the positive impact of such collaborations in rural places, focusing specifically on the change agency of such collaborations. The relentless demand of urban places in general for the food and resources (e.g., mineral and energy resources) originating in rural places tends to overshadow the impact of the inevitable changes wrought by increasing efficiency in the supply chain. Youth brought-up in rural places tend to gravitate to urban places for higher education and employment, social interaction and cultural affordances, and only some of them return to enrich their places of origin. On one hand, the outcome of the arguable predominance of more populated areas in the national consciousness has been described as “urbanormativity”—a sense that what happens in urban areas is the norm. By implication, rural areas strive to approach the norm. On the other hand, a mythology of rural places as repositories of traditional values, while flattering, fails to take into account the inherent complexities of the rural context. The chapters in this volume are grouped into four parts—the first three of which explore, in turn, collaborations that target instructional leadership, increase opportunities for underserved people, and target wicked problems. The fourth part consists of four chapters that showcase international perspectives on school-university-community collaborations between countries (Australia and the United States), within China, within Africa, and within Australia. The overwhelming sense of the chapters in this volume is that the most compelling evidence of impact of school-university community collaborations in rural places emanates from collaborations brokered by schools-communities to which universities bring pertinent resources.

If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
