The theme of this meeting was the management of technologies in the context of developing countries, and in the light of recent developments concerning especially open source software and applications. Speakers from various countries debated in English and in French over the importance of changing the rules concerning library management systems, as well as related implications. Results show that open source software might be a solution, although some conditions apply. Réunis sous le thème de la gestion des systèmes automatisés de bibliothèques dans les pays en développement, conférenciers et participants discutèrent des changements récents dans ce domaine, notamment de l'apport des logiciels à code source ouvert. Les conférenciers, provenant de différents pays, présentèrent en anglais et en français leurs différents points de vue et expériences sur cette question importante pour l'avenir, de même que sur les implications qui y sont liées. Les résultats démontrent que les logiciels à code source ouverts peuvent être une solution, mais à certaines conditions.

This book summarizes presentations and discussions from the two-day international workshop held at UC Berkeley in March 2015, and derives questions to be addressed in multi-disciplinary research toward a new paradigm of nuclear safety. The consequences of the Fukushima Daiichi nuclear accident in March 2011 have fuelled the debate on nuclear safety: while there were no casualties due to radiation, there was substantial damage to local communities. The lack of common understanding of the basics of environmental and radiological sciences has made it difficult for stakeholders to develop effective strategies to accelerate recovery, and this is compounded by a lack of effective decision-making due to the eroded public trust in the government and operators. Recognizing that making a society resilient and achieving higher levels of safety relies on public participation in and feedback on decision-making, the book focuses on risk perception and mitigation in its discussion of the development of resilient communities.

Schools and National Identities in French-speaking Africa showcases cutting-edge research to provide a renewed understanding of the role of schools in producing and reproducing national identities. Using individual case studies and comparative frameworks, it presents diverse empirical and theoretical insights from and about a range of African countries. The volume demonstrates in particular the usefulness of the curriculum as a lens through which to analyse the production and negotiation of national identities in different settings. Chapters discuss the tensions between decolonisation as a moment in time and decolonisation as a lengthy and messy process, the interplay between the local, national and international priorities of different actors, and the nuanced role of historiography and language in nation-building. Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.

Les Musées de France ont pris une place de plus en plus importante au sein des pratiques culturelles et touristiques. De nouveaux modes d’accès à la culture – désormais mondialisée – encouragent une gouvernance patrimoniale qui tente de conjuguer convergence numérique et transformation des usages dans l’espace muséal. Le défi est désormais de concilier tradition et modernité, art et divertissement, délectation et consommation. Le musée physique (in situ) qui expose les œuvres se prolonge par des dispositifs numériques au sein même de ses murs (cartels, audioguides, interactivités, sons, vidéos…) et la multiplication de sites Internet en ligne, publics ou privés. Le « musée virtuel » en vient à rejoindre le « musée conservateur ». La numérisation du patrimoine modifie-t-elle l’institution ? Le musée conservateur des siècles passés privilégie aujourd’hui la fréquentation du public et la diversification des modes de financement pour accroître ses moyens. Le musée virtuel en devient une extension, mais aussi parfois un concurrent. Dès lors que la mission de service public est confrontée au marché, la relation de l’institution à son patrimoine s’en trouve affectée. Autrement dit, la capacité à transmettre un héritage culturel aux futures générations s’inscrit désormais au cœur des débats sur l’avenir des musées.
