With the passage of the Americans with Disabilities Act of 1990 (ADA), the employment of persons with disabilities has taken center stage in policy debates. The passage of the ADA could not have come at a more propitious time: the employment situation of persons with disabilities, particularly older workers, has been worsening dramatically for over two decades. In the traditional view, this worsening employment necessarily follows the aging of the population, which puts more of us at risk for chronic disease and impairment. Yelin does not agree with that view, nor with the alternative view that disability compensation programs entice persons with minimal disabilities to leave the work force by providing them with a secure income. In this controversial new book, Yelin dispels both these views and argues that the welfare state is not to be blamed for the growth in work disability. Rather, Yelin maintains that the growing work disability problem is due to the decline of manufacturing employment, which drove older workers with disabilities out of the labor force as part of a "first-fired" phenomenon. He links disability to changes in all forms of work that made secure full-time employment with a wide range of benefits a thing of the past. Yelin argues that work disability policy and industrial policy must be joined to create a heightened demand for older workers generally and older workers with disabilities in particular. When employers create work environments flexible enough to accommodate people with disabilities, they enjoy the benefits of an exceptionally skilled, able work force - and the economies of a smaller welfare system. Paradoxically, the products of flexible manufacturing have been very successful in the marketplace, demonstrating that what is good for workers with disabilities is also good for all workers and for the economy as a whole.

The literature on employment and disability has been relatively silent regarding the job loss experience of persons with disabilities. We document the gap in job displacement rates across disability status in the United States over the 2007-2013 period using data from the 2010, 2012 and 2014 Displaced Worker Supplements of the Current Population Survey. We find that men and women with disabilities are, respectively, 75 and 89% more likely to experience an involuntary job loss than men and women without disabilities in the United States over the 2007-2013 period, with gaps in displacement rates of eight and seven percentage points for men and women, respectively. A significant gap is found in most occupation-education subsamples. Using a logit decomposition, we find that differences in observable characteristics do not explain the gap in the job loss rate across disability status. Longitudinal tests following workers over a one-year period point to a causal effect of disability on the likelihood of displacement. While the disability gap may be due to unobservable characteristics, job mismatch and employer discrimination are also possible explanations, highlighting the potential importance of employer and public policies in improving the job security of workers with disabilities.

Disability Servitude traces the history and legacy of institutional peonage. For over a century, public and private institutions across the country relied on the unpaid, forced labor of their residents and patients in order to operate. This book describes the work they performed, in some cases for ten or more hours a day, seven days a week, and the lawsuits they brought in an effort to get paid. The impact of those lawsuits included accelerated de-institutionalization, but they fell short of obtaining equal and fair compensation for their plaintiffs. People face a wide range of risks throughout their lifetime that can disrupt employment, reduce earnings, derail retirement planning, and impair economic well-being later in life. This paper measures the impact of health, employment, and marital status shocks on lifetime earnings. Using household survey data from the Survey of Income and Program Participation matched to administrative earnings records, we compared lifetime earnings for people who developed a health problem that limited the type or amount of work they could do, were laid off from their job, or became widowed, divorced, or separated with those who did not experience these shocks.The paper found that:-Employment shocks are fairly common, and disability shocks become much more common as people age. About one in five workers is laid off from their job over a four-year period, even when the job market is robust. About one in seven men and one in six women develop a work-limiting disability in their early 50s.-People who eventually develop disabilities or lose their jobs generally have lower lifetime earnings even before these shocks occur than people who do not experience these shocks.-Health and employment shocks have substantial and long-lasting impacts on earnings. Relative lifetime earnings rank falls by 5 percentile points a decade and a half after disability onset and by 3 percentile points a decade and a half after job loss. The policy implications of the findings are:-Strong safety nets are essential for people who experience health problems and job losses during their working years.-Increased investment in workforce development programs, including retraining of displaced workers, might raise lifetime earnings for workers who have experienced job layoffs.
