The Other Europe is a general history of Eastern Europe, from the earliest times to the end of World War II. Walters provides an informed and interpretively refreshing focus on this key region. Walters' objective is to acquaint the student and nonspecialist reader with the complex past of this politically and culturally important area. The general lack of knowledge about Eastern Europe is in part due to the vast diversity of its lands (language barriers themselves have daunted many scholars) and to the fact that, before the imposition of the Soviet template in 1944-45, what is now called Eastern Europe was not usually perceived as a distinct geopolitical entity. During the nineteenth century the Balkan countries b ecame the subject of a rather romantic fascination for the public at large. This has had important consequences for the way in which the region has been viewed since then, and the creation of this image has had an impact on the many aspects of West European and North American responses to the Balkans, ranging from diplomatic and military involvement to the burgeoning flow of tourists. This new book is the result of an international research project that spanned nearly a decade. Authors from a half-dozen countries discuss women's roles in public administration in the context of their overall participation in the labor force. Women and Public Administration presents some astounding results derived from the authors’research into a particular country's government, politics, and the role of women in that country. The authors, women born and currently living in India, Bulgaria, the Netherlands, Germany, Finland, and the United States, discuss four main topics: the number and level of female civil servants in the highest ranks of at least two bureaucracies, one concerned with traditionally female roles and one concerned with traditionally male roles; the career histories of these women; an institutional description of women in public bureaucracies; and the perceptions of women in public administration concerning discrimination and equality policies. This important book also describes historical, demographic, economic, and governmental information and women's views of barriers, access to training and advancement, and the general social climate for women employees at various levels within the bureaucracies.
