Throughout the 1990s many countries around the world experienced the beginnings of what would later become the most significant and protracted decline in crime ever recorded. Although not a universal experience, the so-called international crime-drop was an unpredicted and unprecedented event which now offers fertile ground for reflection on many of criminology's key theories and debates. Through the lens of developmental and life-course criminology, this Element compares the criminal offending trajectories of two Australian birth cohorts born ten years apart in 1984 and 1994. It finds that the crime-drop was unlikely the result of any significant change in the prevalence or persistence of early-onset and chronic offending, but the disproportionate disappearance of their low-rate, adolescent-onset peers. Despite decades of research that has prioritized interventions for at-risk chronic offenders, it seems our greatest global crime prevention achievement to date was in reducing the prevalence of criminal offending in the general population.

Zimring here takes on the experts, and counters with the first in-depth portrait of the decline and its true significance. The major lesson from the 1990s is that relatively superficial changes in the character of urban life can be associated with up to 75% drops in the crime rate. Crime can drop even if there is no major change in the population, the economy or the schools. Offering the most reliable data available, Zimring documents the decline as the longest and largest since World War II. It ranges across both violent and non-violent offenses, all regions, and every demographic. All Americans, whether they live in cities or suburbs, whether rich or poor, are safer today. Casting a critical and unerring eye on current explanations, this book demonstrates that both long-standing theories of crime prevention and recently generated theories fall far short of explaining the 1990s drop. This Element presents the history, research, and future potential for an alternative and effective model of policing called 'legitimacy-based policing'. This model is driven by social psychology theory and informed by research findings showing that legitimacy of the police shapes public acceptance of police decisions, willingness to cooperate with the police, and citizen engagement in communities. Police legitimacy is found to be strongly tied to the level of fairness exercised by police authority, i.e. to procedural justice. Taken together these two ideas create an alternative framework for policing that relies upon the policed community's willing acceptance of and cooperation with the law. Studies show that this framework is as effective in lowering crime as the traditional carceral paradigm, an approach that relies on the threat or use of force to motivate compliance. It is also more effective in motivating willing cooperation and in encouraging people to engage in their communities in ways that promote social, economic and political development. School violence is a significant social concern. To better understand its sources, a comprehensive meta-analysis of the school violence and victimization literature was undertaken. Across 761 studies, the relative effects of 30 different individual, school, and community level correlates were assessed (8,790 effect size estimates). Violence and victimization were conceptualized broadly to include various forms of aggression and crime at school. The results revealed that the strongest correlates of school violence perpetration were antisocial behavior, deviant peers, antisocial attitudes, victimization, and peer rejection; and that the strongest correlates of school victimization were prior/other victimization, social competence, risk avoidance, antisocial behavior, and peer rejection. Extracurricular activities and school security devices had among the weakest associations in the meta-analysis, and several traditional criminological predictors did not perform well in the school context. We conclude with recommendations for theory, future research, and policy.
