There are more than 100,000 people in the Netherlands born in a Spanish speaking country, or with at least one parent born there. A large part of them fits the definition of heritage speaker: persons exposed to a heritage language in a naturalistic setting from birth, simultaneously or subsequently exposed intensively to another language in childhood, and with varying degrees of proficiency in the heritage language. This dissertation investigates the Spanish spoken as a heritage language by members of a small but tight-knit subgroup: the first and second generation of Chileans in the Netherlands. This Dutch-Spanish bilingual community was studied from a sociolinguistic perspective, and then linguistically on the basis of 60 hours of recordings. These were gathered through visual elicitation and personal interviews with 40 participants - 24 bilinguals and a control group of 16 monolingual homeland speakers in Chile.

The UK Government is undertaking a major cross-government programme of analysis prior to the referendum on Scottish independence in 2014. The aim is to provide a comprehensive and detailed analysis of Scotland's place in the UK. This paper, the first of a series to be published in 2013 and 2014, examines the UK's constitutional set-up and the legal implications of independence. The UK Government is convinced that the current devolution offers the best for Scotland: the Scottish Parliament and Government are empowered to take decisions on a range of domestic policy areas - such as health, education, policing - while Scotland continues to benefit from decisions made for the UK as a whole - defence and security, foreign representation, economic affairs. Independence is very different to devolution. Based on independent expert opinion (published as Annex A), the paper concludes that if there were to be a vote in favour of leaving the UK, Scotland would become an entirely new state whilst the remainder of the UK would continue as before, retaining the rights and obligations of the UK as it currently stands. Any separation would have to be negotiated between both governments. Legal and practical implications of independence, both at home and abroad, are addressed. An independent Scotland would have to apply to and/or negotiate to become a member of whichever international organisations it wished to join, including the EU and NATO. Scotland would also have to work through its positions on thousands of international treaties to which the UK is currently party.

This question, which is the cornerstone of this thesis, is also the question that people affected by an eventual State succession within an EU Member State need an answer to. The link between the nationality of an EU Member State and citizenship of the Union is, as it stands now, unbreakable. One cannot claim the enjoyment of the latter without holding the nationality of an EU Member State. Thus, those who, due to the operation of the State succession and the rules enacted in that context regarding nationality, lose the nationality of the predecessor EU Member State and cannot invoke civis europaeus sum. From the outset, individuals who lose the nationality of an EU Member State would lose EU citizenship and the rights attached to it. However, whilst EU citizenship is still not autonomous from Member State nationality, certain rights associated to the residence, in both the potential newly independent States and the EU Member States, can be frozen as an interim solution until such times as the former has completed the EU accession process. Almost the only indisputable fact about Colonel Tom Parker is that he was the manager of the greatest performer in popular music: Elvis Presley. His real name wasn’t Tom Parker †“ indeed, he wasn’t an American at all, but a Dutch immigrant called Andreas van Kujik. And he certainly wasn’t a proper military colonel: he purchased his title from a man in Louisiana. But while the Colonel has long been acknowledged as something of a charlatan, this book is the first to reveal the extraordinary extent of the secrets he concealed, and the consequences for the career, and ultimately the life, of the star he managed.
