"Safety and efficiency are both major concern at high-speed intersections. It has been a major challenge for traffic engineers over the years to increase efficiency without sacrificing delay. An IntelliDrive signal control system was developed in the University of Akron's transportation lab based on the concept of IntelliDrive technology that can improve safety significantly while retaining efficiency. The new intelligent signal control system can address the dynamic dilemma zone problem, thus providing maximum safety at intersections. Every vehicle in the system is addressed to its own dilemma boundary rather than addressing dilemma zone for the whole intersection approach. By obtaining advance speed information, vehicle classification, vehicle location from the stop line, for every vehicle for every second in the system in real time, unneeded extensions can be avoided. Thus the intersection not only operates more safely, but also more efficiently because of the proposed algorithm logic that utilizes IntelliDrive technology. IntelliDrive test bed was created in VISSIM simulation platform and tested for operational efficiency when safety criteria are met. This thesis also discusses the characteristics of the Peak Flow Factor (PFF) which is the ratio between peak hourly volume and peak flow rate within the hour. Despite the fact that the Highway Capacity Manual (HCM) requires use of this ratio in evaluating the Levels of Service (LOS) of roadway facilities, a very limited amount of prior research has been made on its variability. Subsequently, the HCM established a time interval of 15 minutes for obtaining the peak flow rate without much explanation on why this time interval was chosen. In order to investigate the PFF's effectiveness for representing the variation of flow within peak hour, this research focuses on PFF analysis and time series models of the PFF at various time intervals for signalized isolated intersections. Results showed that the PFF decreased when time interval decreased and that significant differences in the stability were apparent when each time interval were compared. In addition, the developed time series models showed the the[sic] PFF can be forecasted with relative accuracy and simulation models within this study demonstrated the test results from data are dependable."--Abstract.

High-speed isolated signalized intersections (HSISI's) are generally encountered after long uninterrupted and uncongested flow conditions, thereby catching some motorists by surprise. For this reason alone, approaches to HSISI's need to have safe and effective warning, control, and intersection geometric treatments. This research identified characteristics at California HSISI's that relate to accident rates. A data base consisting of approximately 100 intersection and approach variables was established and used to investigate advance warning, signal timing and phasing, channelization, signal equipment configurations, shoulder widths and types, median widths and types, and approach speeds.

This research was undertaken to develop an evaluation procedure to identify high-risk four-legged signalized intersections in VDOT's Northern Virginia district by traffic movements and times of day. By using the developed procedure, traffic engineers are expected to be able to identify signalized intersections where the traffic crash occurrences under different traffic conditions for different times of day are more frequent than would normally be expected. Using generalized linear models such as negative binomial models, one safety performance function was estimated for each of nine crash population reference groups formed by three traffic crash patterns (crash patterns 1, 4, and 6) and four times of day (A.M. peak, mid day, P.M. peak, and evening off peak). Crash pattern 1 is a same-direction crash (rear-end, sideswipe or angle crash) that occurs after exiting the intersection; crash pattern 4 is a right-angle crash between two adjacent straight-through vehicle movements in the intersection; and crash pattern 6 is an angle or head-on or opposite sideswipe crash between a straight-through vehicle movement and an opposing left-turn vehicle movement in the intersection. The procedure developed in this study is based on the empirical Bayes (EB) method. Additional data do not need to be collected in order to use the EB procedure because all the data required for applying the EB procedure should be obtainable from VDOT's crash database and from Synchro input data that are already available to traffic engineers for traffic signal phase plans. Thus, the EB procedure is cost-effective and readily applicable. For easy application of the EB procedure, an EB spreadsheet was developed using Microsoft Excel, and a users' guide was prepared. These are available from the author upon request.
