"The purpose of this project was to develop a manual to support consistency in Rochester Institute of Technology's programs for affirmative action. The manual's purpose is to increase understanding and awareness of affirmative action in higher education, most particularly for the admission of students and the hiring of faculty and staff, and to provide a framework for developing, implementing, and assessing affirmative action programs. Six research questions served to guide this project. The questions were inquiry regarding the necessary elements found in successful affirmative action programs, the complexities of designing affirmative action programs, organizational implications resulting from problematic affirmative action programs, the outcomes of an evaluation study of one university's hiring and admission programs, the essential elements for an effective review process for affirmative action programs, and creating appropriate and valid criteria for developing an affirmative action manual. Three problem-solving methodologies were used for this project. A developmental research methodology was chosen to create 3 key elements of the study: (a) valid criteria, (b) an assessment tool and implementation strategy, and (c) an affirmative action manual. An evaluative research methodology was chosen to assess outcomes of pre-established objectives to determine if objectives were met. A nonexperimental research design was chosen for investigating existing data specifically to explore plausible causal factors that had already occurred within practices of the affirmative action programs. Several important conclusions and implications were made. First, it was concluded that an appropriate affirmative action program targets 3 legal standards that must be incorporated in order to pass strict legal scrutiny. Without these variables, it is implied that legal challenges will arise. Second, it was concluded that the debate between opponents and proponents of affirmative action will continue based on complexities regarding the principle of merit versus the principle of disparate impact. In addition, it was concluded that all public, and, to a lesser degree, private sectors must align with federal mandates when designing affirmative action programs. It was also concluded that a detailed periodic review is necessary to determine whether there is a need to continue a race-conscious affirmative action program. This implies that there is a strong indication that affirmative action programs will have an expected end. Finally, it was concluded that an appropriate and valid resource manual supports better awareness and understanding of legal implications when creating affirmative action programs"--Abstract
