Development and Reform of Technical and Vocational Education in the UAE explores the role and vision of the UAE leadership in the development of technical and vocational education, and the relation between these ‘Vision’ plans and policy. Through extensive original research into Technical and Vocational Education in the UAE, the book explores the impact of TVET on Emirati employment in the private sector, as well as its role in facilitating the transition to a knowledge economy. In 2021, the UAE government announced 13 projects intended to boost the number of Emiratis in the private sector by 75,000, with the goal of making 10 percent of the private sector workforce Emirati by 2025. “The future is in the private sector,” H.H. Sheikh Mohammed bin Rashid, Vice President and Prime Minister of the UAE, and Ruler of Dubai declared. Enhancements to Technical and Vocational Education and Training (TVET) in the UAE will underpin these plans, which complement the UAE leadership’s long-term ‘Visions’, such as UAE Vision 2021, Abu Dhabi Economic Vision 2030 and the UAE Centennial 2071. A sustainable knowledge economy requires organic innovation and if the next generation of Emiratis are to succeed in this future workforce, they will need to be equipped with the necessary skills. TVET is at the heart of this, and an in-depth analysis of its efficacy in the UAE is an essential first step in implementing these ambitious plans. The book addresses these over-arching issues through three related research questions: Is there an effective TVET strategy to meet the skills demands of the leadership’s Visions? Is TVET being delivered effectively? Is there a system to engage the unemployed in jobs relevant to their skillset? The research reveals that change is necessary if the next generation of Emirati students are to fully participate in realizing the UAE leadership’s Visions for the decades to come. The book presents 21 findings on the current TVET system, and 10 recommendations that chart a path for the more effective implementation of TVET to support the Vision agendas of the UAE leadership.
