Optimal use of pavement maintenance and rehabilitation dollars is essential in a constrained budget environment such as now. A network-level optimization tool, which could generate the best maintenance and rehabilitation strategies for the entire pavement network, has become necessary for many highway agencies. This thesis presents the development and implementation of a network-level optimization tool within a pavement management information system for the Ohio Department of Transportation (ODOT). Future pavement condition is predicted based on historical pavement data using a Markov transition probability model. Such transition probabilities are updated automatically when new condition data become available each year. The network-level optimization tool integrates a linear programming model and the Markov transition probability model. This optimization tool is capable of (1) calculating the minimum budget required to achieve a desired level of pavement network condition, (2) maximizing the improvements of pavement network condition with a given amount of budget, and (3) determining the corresponding optimal treatment policy and budget allocations. It can be used by highway agencies as a decision support tool for network-level pavement management.

Federal Aid and Non Federal Aid roads are the most important assets for every local government. Collecting data, analyzing and proposing a practical and cost-effective work plan has been the goal of local agencies. Implementing pavement management process can help local agencies to make the best decision regarding road investments. In this study, pavement management is comprised of two main parts. At the network level, the macroscopic model is adopted where each decision variables represents a specific proportion of the asset network. For each decision variable, future condition prediction models are developed. An annual budget scenario can be analyzed with the flexibility to vary the treatment unit costs, allowable treatments, treatment average life and the span of the analysis period. At the project level, the microscopic model is implemented to generate a detailed work plan based on the results from network level part. Also culverts are of the crucial parts of transportation assets and their failures can jeopardize the ecosystem and result in accidents. Inspecting and developing a management system can help agencies to better understand the current and future condition. In this thesis for a given budget level, the corresponding performance of the asset network is determined using the linear programming optimization with the objective of average network condition maximization. The optimization model consists of an asset deterioration model. The deterioration rates are predicted based on the historical condition data using the Markov model. Then, the results from linear programming used to provide users with a detailed work plan.

To improve the planning mechanisms of highway maintenance and rehabilitation, many agencies have resorted to pavement management systems built as simple optimization models. These models are generally inadequate because they are too inflexible. The core of the proposed system is a general Markov decision process structure in which administrative divisions of the highway network (regions, districts) are explicitly taken into account. This basic structure is stated in an equivalent linear programming format which then allows for the addition to the model of various linear constraints. The other fundamental element of the system is a formal descriptive framework which is made up of a network language and a scenario language. This paper describes both languages, the general Markov decision process structure, and the current computer implementation of the system. Planned future developments are also outlined.
