In the 2001 Doha Development Round ministerial declaration, countries committed themselves "to the objective of duty-free, quota-free market access for products originating from LDCs." In this light, this paper investigates the current tariff barriers put in place and preferences granted by the Triad countries regarding products from LDCs. It first investigates preferences in policy - the simple average tariffs faced by LDCs - and then looks at barriers in practice, analyzing the extent to which LDCs have been able to take advantage of the variety of preferences granted. It also explores the LDC tariff barriers against goods from other countries. It finds that Triad tariff barriers against LDC products have fallen dramatically and are especially low in the EU. However, barriers remain against certain products in which LDCs specialize, so that U.S. import-weighted tariffs for LDC goods are actually higher than U.S. import-weighted tariffs for goods of countries subject to MFN tariffs. Furthermore, the LDCs themselves tend to favor goods from the advanced industrial countries. These results indicate that there is still much room for tariff reductions for LDC goods, especially in the United States, and that such reductions must take account of LDC production capabilities.

Thus, in order to present the context in which this paper will argue, it will start by introducing international trade as a branch of economics, briefly outline its history and contrast a number of common economic theories. Some of these advocate free multilateral trade as a means to generate greater welfare for all participants whereas others see trade barriers as a necessity. The historical and theoretical overview will lead to the description of today’s status quo in international trade relations. Building upon the illustration of the triad’s role in contemporary international business the study will turn towards the discussion of the implications of trade barriers in the triad communities and examine if their reduction would be beneficial or unfavourable. Thereto trade barriers in the three economic blocs of the triad and their rationale will be presented first. The study will then proceed by highlighting the effects of these trade barriers on developing countries, on the applying countries themselves and on other members of the triad. In doing so the study will contrast the trade barriers’ potential benefits with the costs they might inhere. Finally the study will discuss environmental as well as ethical aspects of the trade barriers. Evaluating and concluding on the trade barriers’ implications the study will emphasise the overweighing benefits of a drastic reduction of trade barriers in the triad nations and evaluate the likeliness of such a trade liberalisation.

"This is one of 10 studies for the Copenhagen Consensus Project that sought to evaluate the most feasible opportunities to improve welfare globally and alleviate poverty in developing countries. Anderson argues that phasing out distortionary government subsidies and barriers to international trade will yield an extraordinarily high benefit-cost ratio. A survey is provided of recent estimates using global economywide simulation models of the benefits of doing that by way of the current Doha round of multilateral trade negotiations. Even if adjustment costs are several times as large as suggested by available estimates, the benefit-cost ratio from seizing this opportunity exceeds 20. That is much higher than the rewards from regional or bilateral trade agreements or from providing preferential access for least-developed countries' exports to high-income countries. Such reform would simultaneously contribute to alleviating several of the other key challenges reflected in the United Nation's Millennium Development Goals"--Abstract.

Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.
