The organization's terrorist activity or terrorism must threaten the security of U.S. nationals or the national security (national defense, foreign relations, or the economic interests) of the United States.

The Secretary of State, in consultation with the Secretary of the Treasury and the Attorney General, has the authority to designate a foreign organization as a Foreign Terrorist Organization (FTO). Designation allows the U.S. to impose legal consequences on the FTO or on individuals who support the FTO. As of June 1, 2015, the U.S. designated 59 organizations as FTOs.
