In May 2003, the Russian Academy of Sciences and the National Academies organized an international workshop in Moscow on the scientific issues relevant to the establishment and operation of an international spent nuclear fuel storage facility in Russia. Given the broad international interest in this topic, the academies organized a second international workshop on important issues that were not on the agenda or were not adequately discussed at the first workshop. These issues included international monitoring at the facility, transportation requirements, liability and insurance concerns, and status of Russian legislation and regulations that are important in locating and operating a facility. Relevant experience from Europe, the United States, and Asia was also considered in this 2005 workshop. This book contains the papers presented at the 2005 workshop sessions, as well as proceedings from the 2003 workshop. Aluminum clad research reactor spent nuclear fuel (SNF) is currently being consolidated in wet storage basins (pools). Approximately 20 metric tons (heavy metal) of aluminum-based spent nuclear fuel (Al-SNF) is being consolidated for treatment, packaging, interim storage, and preparation for ultimate disposal in a geologic repository. The storage and disposal of Al-SNF are subject to requirements that provide for safety and acceptable radionuclide release. The options studied for interim storage of SNF include wet storage and dry storage. Two options have also been studied to develop the technical basis for the qualification and repository disposal of aluminum spent fuel. The two options studied include Direct Disposal and Melt-Dilute treatment. The implementation of these options present relative benefits and challenges. Both the Direct Disposal and the Melt-Dilute treatment options have been developed and their technical viability assessed. Adaptation of the melt-dilute technology for the treatment of spent fuel offers the benefits of converting the spent fuel into a proliferation resistant form and/or significantly reducing the volume of the spent fuel. A Mobile Melt-Dilute system concept has emerged to realize these benefits and a prototype system developed. The application of the melt-dilute technology for the treatment of legacy nuclear materials has been evaluated and also offers the promise for the safe disposal of these materials.

Disposal of spent nuclear fuel is an issue that has required a permanent solution since the beginning of commercial nuclear power generation. The provisions outlined under the Nuclear Waste Policy Act of 1982 selected deep geologic disposal as the lead case for disposal yet progress since then has been met with significant political and social opposition. As of 2020, a firm timeline for disposal is still very much an unknown. The primary concerns are attributable to both the risk of radioactive release from spent fuel to the environment during transportation and storage and the significant cost of repository construction and operation. Both concerns are complicated due to the heat produced in spent fuel from radioactive decay of fission products and minor actinides. In this thesis, an alternative was developed that uses an interim waste storage facility designed to productively capture spent fuel decay heat. This alternative can complement existing U.S. nuclear waste policy in the same way that dry cask storage has done by extending the timeline required for receipt at a permanent repository but with the added benefit of productive energy capture and the potential for increased fuel storage density at a permanent repository

Abstract At nuclear power reactors around the United States, quantities of spent or irradiated nuclear fuel are growing while owner-operator companies await the approval of a permanent storage facility. Some reactors have run out of space in their cooling pools and have had to resort to dry cask storage. The first half of this paper looks at the policy history of interim storage in the United States, discusses the current storage status at individual reactors, and then reviews the technologies available to deal with it. The second half of the paper considers the different options for dealing with this hazardous material in the interim, before a permanent high-level nuclear waste repository is opened, and examines the safety, security, transportation, economic, political, and other issues that bear on the choice of option.
