El libro presenta los resultados que surgen de la relación universidad-empresa-Estado, la cual se constituye, en la actualidad, en una de las principales estrategias para consolidar los procesos de desarrollo económico y competitividad regional y social del país. Las estrategias están basadas, fundamentalmente, en la necesidad de que la universidad realice acciones conjuntas con la empresa y el sector gobierno, que transciendan los ámbitos formativos, de innovación y tecnologías, y generen espacios de confluencia, donde participen los sectores sociales. En este escenario, la sociedad es la receptora de las dinámicas de la interacción de los actores, expresadas en el surgimiento de nuevas oportunidades para la comunidad. El documento parte de la revisión histórica de los orígenes de la universidad en la Europa del medioevo, a n de lograr un breve reconocimiento de la transformación de sus roles para el desempeño de una tercera misión, conformada por la investigación y la proyección social. Posteriormente se exponen los modelos de innovación, que explican la articulación de los actores del sistema, quienes aportan al desarrollo económico y social de una región, para llegar al contexto nacional y, de esta forma, abordar los aspectos generales de la Política Pública de Competitividad, en el eje de Ciencia, Tecnología e Innovación. En las secciones siguientes, se describe la participación de la Universidad del Valle, una institución de educación superior pública que aporta a la relación Universidad-Empresa-Estado. En consecuencia, se da cuenta de las experiencias exitosas, los limitantes, avances y retos de los diferentes actores del sistema, con el n de buscar cooperación que conlleve la competitividad de la región del Valle del Cauca. Los resultados obtenidos se constituyen en un insumo interesante para la implementación regional de la nueva Política Nacional de Ciencia, Tecnología e Innovación 2021-2030, cuyo carácter prospectivo y estratégico influirá en la conversión de Colombia en uno de los tres países líderes de Amé- rica Latina respecto a la generación de conocimiento científico y tecnológico.

Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
