The General Design Memorandum (GDM) and Programmatic Environmental Impact Statement for the Des Moines Recreational River and Greenbelt were approved on August 1, 1988. The GDM includes a recommendation to increase the Federal Construction cost estimate, prepare Feature Design Memoranda (FDM) for nine projects, and submit annual reports which will include an update of the master plan. The 1989 Annual Program Management Report was the first yearly report prepared for the project. The Advisory Committee recommended and the Corps of Engineers approved the addition of 15 projects to the master plan, the preparation of Feature Design Memoranda for 11 projects, and the deletion of 2 projects which have proceeded to construction by local interests. The 1989 Annual Program Management Report was approved on October 2, 1989. For the 1990 Annual Program Management Report, the Advisory Committee has recommended the addition of 5 projects to the master plan, the preparation of Feature Design Memoranda for 3 potentially cost-shared projects and the deletion of 1 project which will be constructed by the local sensor.

For the 1991 Annual Program Management Report, the Advisory Committee has made the following recommendations: (a) The addition of five potentially cost-shared projects to the master plan; (b) The preparation of a feature design memorandum for one potentially cost-shared project; and (c) The combination of two potentially cost-shared projects. The project has five authorized purposes: (1) The construction, operation, and maintenance of recreational facilities; (2) The construction, operation, and maintenance of streambank stabilization structures; and (3) The operation and maintenance of all structures constructed before the date of authorization of this project. (4) Such tree plantings, trails, vegetation, and wildlife protection and development and other activities as will enhance the natural environment for recreational purposes; and (5) The prohibition or limitation of the killing, wounding, or capturing of any wild bird or animal.
