Through a variety of analytical lenses - formal modeling, econometrics and case study comparisons - Carlos Rufín fills a gap in the political economy of second-wave, or microeconomic, reforms around the world. More specifically, he does so in the context of the electricity supply industry, where such reforms have been as problematic as they have been widespread. The author shows that ideological considerations and bargaining over the distribution of economic rents accruing from certain institutional arrangements are powerful shapers of institutional change. At the same time, the legacy of the past does not appear to have a clear or systematic effect on the direction of second-wave reforms that seek to transform existing economic institutions. If distributional conflicts can be resolved, these conclusions provide grounds for optimism about the ability to create new institutions even in countries where little favorable precedent exists.

Globalization and Deregulation makes a contribution to the literature on economic change by exploring the institutional transition from state-led import substitution to deregulation and globalization in the world's most populous democracy-India. It proposes a largely internally driven 'tipping-point' model of economic change, which is in sharp contrast to the 'punctuated equilibrium' model of sudden exogenous shocks that drive transformations. Indian economists have provided excellent arguments about the need for change and have described changes that have occurred. This literature is essential for understanding how new economic ideas are born. But it does not explain the process of economic change, which is a political process. The best accounts of India's political economy explain why the institutions of government intervention within a closed economy were locked in a closed economy model. These accounts reveal why the dominant interest groups made political demands with substantial fiscal consequences. They do not engage with the issue of change. This book fills that gap by seriously engaging with India's economic history and the literature on institutional change. It is a contribution both to India's economic history and to systematic ways of thinking about economic change.

In 1996, the Japanese government introduced a policy package initiating massive deregulation and liberalization in the nation's financial sector, referred to as Japan's financial 'Big Bang.' This book argues that the emergence of the Big Bang Initiative poses numerous challenges to conventional interpretations of Japanese politics and represents a clear case of institutional change in Japanese finance. Whereas many observers stress continuity in Japanese politics, this book argues that the emergence in the 1990s of performance failures and scandals attributed to the bureaucracy, as well as the increase in the likelihood of a change in government in this period, led policymaking patterns surrounding the Big Bang to differ radically from those dominating public policymaking in the past. These developments led to change in the nature of the alliance between the ruling Liberal Democratic Party (LDP) and the Ministry of Finance (MOF), to a shift in priorities within the MOF, and to a heightened role for the public in policymaking. The result was that the MOF, long perceived as 'entrenched' and seeking to maximize tangible tokens of organizational power, became more than willing to launch the Big Bang, despite the fact that these reforms would strip the ministry of many of its regulatory tools and sever the ministry's close ties with the financial sector. The book also argues that these new developments prevented financial industry actors from forestalling these reforms, as they had done in the past with other reforms similarly threatening the viability of weaker firms. The findings reveal that not only politicians, but also bureaucrats and interest groups, have reasons to pursue public support to enhance their respective political influence. Consequently, well-organized groups do not always prevail over the unorganized public.

This book combines demand-led growth models and the institutionalist approach, in order to explain the macroeconomic performance of the main European countries in recent years followed by which a coherent explanation of the institutional change since the Great Recession, including the economic policy response to the economic and financial crisis (2008) and to the debt crisis (2010) is provided. A "Comparative Political Economy" (CPE) analytical framework and provide an institutional base to the different European growth models is built, in general terms over the period 1995-2018. The results allow us to link diverse growth dynamics to the changes of the institutional framework as a consequence of the economic and financial crises. In each chapter for country case studies (France, Germany, Italy, Spain, Greece, Sweden, UK and Poland) there;’s an ntroduction with a general characterization of the country and the most relevant changes that have occurred subsequently (main legislative milestones or changes in the behaviour of social agents) especially the process of dualization or deregulation of European economies.
