The Committee has examined the Department for Environment, Food and Rural Affairs (Defra) annual report and accounts for 2012-13 (HC 40, session 2013-14, ISBN 9780102985672). Defra is one of the smallest of Government Departments but it has faced among the most substantial budget cuts, which are set to continue up to 2016. Defra relies on a large number of arms length bodies to deliver many significant areas of policy. Ministers must clarify how further budgets cuts of over £300 million over the coming 2 years will impact on the funding provided to these agencies and the ability of the Department to respond to emergencies, exemplified by the flooding over Christmas and the New Year. Among the most significant challenges facing the Department in the next 12 months is implementation of the new Common Agricultural Policy, and there are risks that the introduction of a new digital system for delivering payments to farms will cause problems for those farmers who do not have access to rural broadband. The Committee found that the results of the Defra staff survey revealed an increased lack of confidence in the management and leadership of the Department, issues which must be addressed. Further challenges facing Defra in the coming year include policy relating to bovine TB and badger culling, its proposals on biodiversity offsetting, the introduction of plastic bag charging, and examining the role and potential of GM technology in food production.

The regular annual report, the Sustainable Development in Government report, covering the whole of central government on environmental and sustainable development issues, is seen as a success in the "greening government" initiative since 1997, along with the Framework for Sustainable Development on the Government Estate. Reporting by individual departments is less satisfactory. The Framework contains targets for departments on public reporting of their sustainable development impacts, but they are neither demanding nor specific. Some significant areas of departmental activity fall outside the parameters for sustainable development reporting, for example involvement in PFI contracts, and the Committee wants departments to be able to report on these matters. The UK Sustainable Development Strategy required all departments and executive agencies to produce an annual Sustainable Development Action Plan (SDAP) by December 2005. The Committee is disappointed that 14 departments and agencies did not meet this deadline. The Committee would like SDAPs to be published alongside the departmental annual reports in the spring. This report also includes, as an annex (p. 11-41), the National Audit Office briefing, detailing the findings of its review of annual sustainable development reporting by UK government departments in 2004.

Holding managers to account for the resources they have been allocated is key to improving financial management at the Department for Environment, Food and Rural Affairs. This need has been recognised by the Department and reflected in a programme to improve its financial management, but the Department's Management Board recognises that establishing a culture of tighter control over its expenditure will take time. This initiative must remain a top priority and managers throughout the organisation will need to produce more reliable estimates of costs to justify their bids for resources and track the cost effectiveness of work done. The budgets agreed by the Management Board at the outset of 2006-07 and 2007-08 exceeded the funds available. In early 2006-07, increased spending to remedy difficulties with the Single Payment Scheme led to a risk of overspending in that year and the Department instigated a review which identified savings of £170 million against its original budget of £3,854 million. During the early part of 2007-08 further commitments above the agreed budget allocations meant the Department was at risk of exceeding its spending limit by £140 million. In July 2007, the Management Board identified savings which partially balanced the budget and continues to work towards a balanced budget for the year end. Effective monitoring by the Management Board and greater integration between the systems for monitoring performance delivery and financial expenditure would help better management of budgets. The NAO recommends that the Management Board set budgets from 2008-09 onwards that balance with the 2007 Comprehensive Spending Review and develops benchmarks to test the rigour of proposed budgets and to provide confirmation that these resource bids accord with the Department's strategic objectives.

The field of organizational storytelling research is productive, vibrant and diverse. Over three decades we have come to understand how organizations are not only full of stories but also how stories are actively making, sustaining and changing organizations. This edited collection contributes to this body of work by paying specific attention to stories that are neglected, edited out, unintentionally omitted or deliberately left silent. Despite the fact that such stories are not voiced they have a role to play in organizational analysis. The chapters in this volume variously explore how certain realities become excluded or silenced. The stories that remain below the audible range in organizations offer researchers an access to study political practices which marginalise certain organisational realities whilst promoting others.
