This report is the International Development Committee's annual review of UK aid programmes and the administration of the Department for International Development (DFID). The Committee finds that field work overseas should be given greater priority and Ministers must explain UK spending on humanitarian projects more clearly. DFID should not provide funds to support disasters in middle income countries by raiding bilateral development programmes in low income countries. Other wealthy OECD countries must play their part in providing humanitarian assistance. DFID should set out annually its provisional budget for humanitarian relief, what is held as contingencies for unpredictable events and how it will be deployed if not called upon. There has also been a decline in DFID's spending on budget support, the consequences of which should be assessed. £1,075 million of DFID's bilateral expenditure is spent through multilaterals and private contractors. DFID has put in place a number of changes to improve the value for money provided by spending through and should report on their effectiveness. The Committee is also worried that the Department actually spends 40% of its budget in the last two months of the year, which raises questions about the smooth running of management and planning processes. DFID staff should have longer postings overseas (normally a minimum of four years) so that they can develop a deeper understanding of the culture and politics of the country they are working in and engage more effectively with the country's politicians.

The Committee has examined the Department for Environment, Food and Rural Affairs (Defra) annual report and accounts for 2012-13 (HC 40, session 2013-14, ISBN 9780102985672). Defra is one of the smallest of Government Departments but it has faced among the most substantial budget cuts, which are set to continue up to 2016. Defra relies on a large number of arms length bodies to deliver many significant areas of policy. Ministers must clarify how further budgets cuts of over £300 million over the coming 2 years will impact on the funding provided to these agencies and the ability of the Department to respond to emergencies, exemplified by the flooding over Christmas and the New Year. Among the most significant challenges facing the Department in the next 12 months is implementation of the new Common Agricultural Policy, and there are risks that the introduction of a new digital system for delivering payments to farms will cause problems for those farmers who do not have access to rural broadband. The Committee found that the results of the Defra staff survey revealed an increased lack of confidence in the management and leadership of the Department, issues which must be addressed. Further challenges facing Defra in the coming year include policy relating to bovine TB and badger culling, its proposals on biodiversity offsetting, the introduction of plastic bag charging, and examining the role and potential of GM technology in food production.

About two-thirds of DFID's expenditure in 2011-12, including nearly 40% of its bilateral spending, went through multilateral organisations even though they have higher administrative costs. This represents a major change in recent years and has been accompanied by a decline in direct aid to recipient Governments. DFID argues that the change is not a reflection of its need to spend money quickly, but a result of the reduced need for budget support in countries with rising tax bases and improved financial management, as well as its focus on fragile states. The DFID needs to ensure that it has thoroughly examined other options such as greater use of local NGOs and sector budget support. DFID has switched expenditure from low income to middle income countries, in part because several countries with a large number of poor people have recently graduated to middle-income status. Policy towards middle income countries varies and DFID needs establish and make public the criteria it will use to inform decisions of when and how it should cease to provide aid. DFID should also consider establishing a Development Bank - that could offer concessional loans alongside grant aid and would free from the constraint of having to ensure that cash was spent by the end of the financial year. Staffing also may still not be sufficient to oversee the huge expenditure of UK taxpayers' money undertaken by multilaterals. MPs remain concerned that DFID's has ended its bilateral programme in one of the world's poorest countries, Burundi, and is urging the new Secretary of State to re-instate it.

This Public Accounts Committee report examines the Education Funding Agency and Department for Education 2012-13 financial statements. Since it was set up in April 2012, the Education Funding Agency (the Agency) has succeeded in getting money to education providers on time. In 2012-13, the Agency distributed £51 billion of capital and revenue funding for 10 million learners to local authorities, academies, academy trusts, further education institutions, sixth-form colleges and other types of education providers. Between 2012-13 and 2015-16, the Agency expects that the number of all education providers it funds will increase by around 50% to almost 12,000, of which nearly 7,000 will be academies. At the same time, the Agency plans to reduce its administration costs by 15%, a huge challenge. It should improve efficiency, transparency and accountability in the education sector, especially in respect of the growing number of academies, but lacks the systems and data it needs. The Agency has not yet achieved an acceptable level of compliance with its reporting requirements and the Committee finds it is too reactive and does not spot risks or intervene in schools quickly enough. Not enough is known about conflicts of interest in academies and the risk they pose to the proper use of public money, not The Agency has no way of knowing whether academy chief executives and trustees are 'fit-and-proper persons', and there are flaws in the methodology used to consolidate the accounts of academies, as well as data quality issues, which undermine accountability.

Sierra Leone and Liberia have made remarkable recoveries since their civil wars. Ban Ki Moon was in Freetown this month to bring an end to the UN Security mission and set the UN presence on a conventional development footing from 1st April 2014. In Liberia there has been a gradual drawdown of the peacekeeping mission which will approximately halve the UN military presence by 2015. However both countries remain fragile with high unemployment and concerns about corruption. The devastating Ebola outbreak in Sierra Leone and Liberia demonstrates the dangers of ignoring the least developed countries in the world. The weak state of the health system in both countries has greatly reduced the effectiveness of the response to Ebola. There is an alarming lack of capacity in the health system, including a shortage of skilled clinicians.The Committee have determined that the scale of the Ebola crisis now unfolding in Sierra Leone and Liberia, may well be connected to declining levels of international support for health system improvements in what remain two of the poorest and least developed countries in the world.

The Chief Commissioner of ICAI has a crucial role in scrutinising aid spending by the UK Government and reporting to Parliament through the International Development Committee. The Committee are pleased to endorse the appointment of Dr Alison Evans to this post, but recommend that at least one of the existing Commissioners be reappointed for a further term to ensure continuity, and that one of the Commissioners be an audit professional. The selection process used resulted in an unranked list of four candidates deemed "appointable" being presented to the Secretary of State for consideration. This puts too much power in the hands of the Secretary of State for an independent scrutiny post and threatens to undermine the candidate in the eyes of the public who may assume that the candidate most sympathetic to DFID was chosen. The Committee recommend that panels for ICAI Commissioner appointments should be invited to rank candidates or otherwise advise the Secretary of State as they see fit. In the longer term, it is recommended that the Committee be able to choose the Chief Commissioner from the list of candidates.

Despite the impressive performance of the Foreign and Commonwealth Office in representing the UK's interests across the globe with what is, in Governmental terms, a particularly small budget, the Foreign Affairs Committee believes that the FCO is under-funded. This situation has been exacerbated by the Spending Review 2010 and the lack of detail provided by the FCO and the BBC World Service as to exactly how the spending reductions target will be met is disappointing. There are concerns about the steps taken by the FCO to adjust to its reduced budget: reductions in the deployment of UK-based staff overseas and the optimistic planned programme of property sales will have a detrimental impact on the ability of the UK to protect its interests overseas. The establishment of the European External Action Service (EEAS) will place a further strain on the FCO's resources. The Committee welcomes the appointment of Lord Williams of Baglan to the post of "International Trustee" with responsibility for the BBC World Service, but reiterates its belief that a formal concordat governing the World Service's budget and output should be drawn up setting out the World Service's independence from budgetary pressures elsewhere in the BBC. The budget cuts faced by the British Council will lead to the Council becoming a substantially different organisation by the end of the Spending Review period. The greater emphasis that the British Council will place on commercial activity risks a diminution of the UK's influence and soft power.

The crossing of national state borders is one of the most-discussed issues of contemporary times and it poses many challenges for individual and collective identities. This concerns both short-distance mobility as well as long-distance migration. Choosing to move - or not - across international borders is a complex decision, involving both cognitive and emotional processes. This book tests the approach that three crucial thresholds need to be crossed before mobility occurs; the individual’s mindset about migrating, the choice of destination and perception of crossing borders to that location and the specific routes and spatial trajectories available to get there. Thus both borders and trajectories can act as thresholds to spatial moves. The threshold approach, with its focus on processes affecting whether, when and where to move, aims to understand the decision-making process in all its dimensions, in the hope that this will lead to a better understanding of the ways migrants conceive, perceive and undertake their transnational journeys. This book examines the three constitutive parts discerned in the cross-border mobility decision-making process: people, borders and trajectories and their interrelationships. Illustrated by a global range of case studies, it demonstrates that the relation between the three is not fixed but flexible and that decision-making contains aspects of belonging, instability, security and volatility affecting their mobility or immobility.
