Assaults on democracy are increasingly coming from the actions of duly elected governments, rather than coups. Backsliding examines the processes through which elected rulers weaken checks on executive power, curtail political and civil liberties, and undermine the integrity of the electoral system. Drawing on detailed case studies, including the United States and countries in Latin America, Eastern Europe, and Africa, the book focuses on three, inter-related causal mechanisms: the pernicious effects of polarization; realignments of party systems that enable elected autocrats to gain legislative power; and the incremental nature of derogations, which divides oppositions and keeps them off balance. A concluding chapter looks at the international context of backsliding and the role of new technologies in these processes. The following study examines the future of democratization and the apparent trend towards autocratization within the context of democratic backsliding in Sub-Saharan Africa. Initially, the findings indicate that regionally, backsliding is not acting fundamentally different in Sub-Saharan Africa when compared to other regions. The analysis finds that regime duration and civil conflict are both significant when it comes to the study of democratic backsliding. The variable for the prior military regime's is extremely significant in all of the models and is, therefore, a strong indicator of backsliding in Africa. The chief takeaway from the study is in the variable for economic growth and finds that as economic growth increases the likelihood of backsliding decreases. This variable is negative and significant for all of the models, but if Africa is taken out of the analysis the trend ultimately disappears, which indicates that Africa is potentially driving this trend of economic growth and backsliding.

It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s.
