In addition to the end of the Cold War and the resulting military force structure downsizing, three events have shaped the depot maintenance environment. First, the base realignment and closure process has reduced DOD's Cold War era infrastructure from 38 military depots to 19. Second, as recommended in various studies, DOD has increasingly relied on defense contractors for depot maintenance and related logistics activities. Third, depot maintenance personnel have been cut by 59 percent, the third highest percent of any category of DOD personnel. DOD has not effectively managed the restructuring of its depot maintenance and related programs. In its earlier and ongoing reviews of defense maintenance and related logistics issues, GAO has identified several management weaknesses in the areas of policy, planning, recapitalization, human capital issues, financial management, performance of maintenance programs, and meeting legislative requirements. As GAO's recent performance accountability report on defense issues notes, logistics activities represent a key management challenge. Maintenance is an important part of those activities, and DOD is at a critical point with respect to the future of its maintenance programs that is linked to its overall logistics strategic plan.

The Depot Maintenance Management Task Force was convened as a follow- on to earlier Department of Defense reviews of depot maintenance undertaken in conjunction with recent force structure changes. The Terms of Reference (TOR) for the current study outlined nine specific Congressionally-mandated tasks and required the Task Force to submit appropriate recommendations for legislative and administrative actions. Each of the nine tasks is addressed in this report or the attached appendices. To gain the benefits of advice from both the government and industry, a large Task Force of very senior representatives of both sectors was assembled. Membership included defense industry corporate executives and senior operating officers as well as senior DoD logistics commanders and executives. In comprising the Task Force in this manner, the Defense Science Board benefited from a wide range of backgrounds and depth of experience. Four Task Force panels were formed to address unique depot maintenance commodity considerations. Depot maintenance is accomplished using a balance of public sector (organic) maintenance depots and private sector (commercial) firms. There are significant differences in how organic depots and private sector firms are structured. Original equipment manufacturers (OEMs) usually have large staffs for engineering, research and development, marketing and other functions. Organic depots are also heavily facilitized and are often large-scale, integrated industrial activities with the capability and capacity for multiple commodities. On the other end of the spectrum are private sector services companies that are specifically organized to have minimum overhead. Organic depots exist to support the readiness and sustainability requirements of United States combat forces.

Since 1990, we have identified Department of Defense (DOD) inventory management as a high-risk area because levels of inventory were too high and management systems and procedures were ineffective. This report assesses the Department's efforts to implement the maintenance, repair, and operations prime vendor program. Specifically, we determined (1) how much the program is being used and how selected installations are using the program and (2) whether DOD has a mechanism for evaluating the program's effectiveness relative to other procurement alternatives and for identifying and addressing implementation obstacles. We examined the implementation of the prime vendor program at 11 military installations, and although the results of this analysis cannot be extrapolated to the entire program, they provide first-hand accounts that illustrate the actual impact of the program and highlight accomplishments and opportunities for improvement.
