It also provides critical insights into the effectiveness of public expenditure, through benefit incidence analysis of education and healthcare services in India. The benefits of decentralization always come with conflicts and trade-offs. This book examines the impact that decentralisation reforms, initiated in the early 1990s, have had on small towns in India. It specifically focuses on small towns in Uttar Pradesh, one of the most densely populated and poorest states in India.
