Examining the water, development and security linkages in Central Asia can feel a bit like solving a Rubik’s cube. The Rubik’s cube starts to usually find structure and the different pieces find their places when its solver adopts a systematic approach. Still, solving the whole cube takes time and perseverance. This is also the case with water and security in Central Asia as demonstrated by the chapters in this book. In the case of water and security in Central Asia, there are many "faces", including not only the Central Asian states but also the neighbouring countries and other players of global geopolitics; "stickers" such as policies, practices, causes, and impacts; and "colours" such as the different stakeholders, ranging from the micro and meso levels to the macro level. Understanding all these, or getting clarity on the nexus, can seem extremely challenging. Even though none of the chapters alone answers the question of what constitutes water and security in Central Asia, each of them gives thoughtful ideas and information on the complexity of the issue. Water is an irreplaceable and transient resource, which crosses political boundaries in the form of rivers, lakes, and groundwater aquifers. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

This book addresses current international practices applied for dam safety assessments by looking at a portfolio of dam safety projects in various developing countries (Armenia, Georgia, Tajikistan, Mauritius, Madagascar, Sri Lanka, Myanmar and Vietnam) spread across three continents (Europe, Africa and Asia). Safety assessment involved the review of 134 existing dams and comparison with the best international practices. A large part of dam safety assessment involves understanding of dam hazards, standards applied in the design and maintenance, as well as expectation and social circumstances under which the dams have been designed and constructed in a particular country. For example, standards for design floods, ground investigation, selection of design soil parameters and design earthquakes etc. used are often either non-existent or inadequate, which could lead to an unsafe design. If there are no standards to be applied in dam design and construction, consultants are often under pressure from clients to come up with minimalistic investigation and designs, which, after a few years after dam construction, show signs of deficiencies. Very often countries have no regulations and standards for requirements that should cover the maintenance and operation of dams. The book also describes the Portfolio Risk Assessment of Dams, which can be used as a tool by clients and the funding agencies to identify priority assessment and rehabilitation projects that consider societal and economic losses. It also demonstrates how the implementation of Emergency Preparedness Planning could significantly reduce the number of people at risk. This book aims to help clients, consultants and funding agencies which are engaged in dam safety assessment projects in developing countries to focus on issues that are based on past lessons learnt.

The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. This report assesses the political implications of economic and related social problems in the five post-Soviet Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. It also suggests U.S. policy measures that would help address these problems, consistent with broader U.S. goals in the region. The September 11, 2001, attacks on the United States led those in policymaking circles to realize that instability, failed and failing states, and economic and political underdevelopment present security concerns not just to the states that suffer directly from these problems but to the global community as a whole. From this perspective, political, social, and economic trends in Central Asia merit attention. The analysis in this report is informed by a year-long research effort, which included travel to the region and extensive interviews with U.S., regional, and global specialists, government officials, and others. It involved a multidisciplinary team of researchers who sought to combine their understanding of politics, economics, and military strategic analysis to bring fresh perspectives to the questions at hand.
