A literature search, records review, and reconnaissance or Phase I field survey was conducted by a University of Minnesota research team in the area of a proposed flood project in Chaska, Minnesota, on the lower Minnesota River. The literature search and records review included the entire Chaska area and its environs and while that search did not disclose any prehistoric or historic sites or places in the specific project area surveyed here, it did produce a number of potential and actual National Register sites and places in Chaska according to the records of the State Prehistoric Office in September 1980. The comprehensive literature search and records review done here should be adequate for any additional Phase I field testing on other segments of the Chaska flood control project. The field testing was confined to the West Chaska Creek diversion, the portion of Alternate 2 lying at an elevation above the river flood plain, and the portion of Alternate 3 lying at an elevation above the river flood plain. Field testing consisted of a visual surface examination of the three right-of-ways followed by shovel testing of right-of-way segments not already impacted and where land owner permission was obtained. The field shovel testing was negative. No prehistoric materials were located in the test areas. No further work is recommended for the project areas covered in this report.

The goal was to locate, identify, and evaluate historical and prehistoric cultural resources within the project area and to make specific recommendations as to the potential need for further testing. A thorough and comprehensive literature search and records check was conducted at the Office of the State Archaeologist, State Historic Preservation Office, Moorhead State University, Norman County Historical Society, Clay County Historical Society, Norman and Clay County Soil Conservation Service as well as the Mankato State University Library. Additionally, several interviews were conducted with professional archaeologists knowledgeable of the project, county historical society and Soil Conservation Service personnel, local collectors and several landowners. Ground surface reconnaissance was conducted at a 15 meter interval on the 100' corridor of the 65.5 linear miles included in the project. Also, 104 subsurface shovel tests were placed in areas (1) where the ground cover did not allow for adequate visual examination; (2) which had a high potential for site location; and (3) as a verification of the surface reconnaissance results. No cultural material was recovered as a result of either the ground surface reconnaissance or the shovel testing. Based upon these results, no significant cultural resource will be altered, damaged, or destroyed as a result of proposed construction activities.

The project is located on the Minnesota River in Carver County and Chaska, Minnesota, and includes both Chaska and East Creeks, which are tributaries of the Minnesota River. The plan for flood protection for the city of Chaska provides for structural measures: upgrading and extending the eexisting levee system around Courthouse Lake; construction of a pumping station; diverting Chaska and East Creeks; construction of a drop structure and inlet and outlet structures associated with the two diversions. The most significant environmental impact is the replacement of the natural streambed of Chaska Creek with reinforced concrete channel. Other impacts include restriction of public access to the wildlife refuge, the loss of about 20 acres of floodplain forest, and the residential relocations. To help offset the environmental losses, the plan would include several mitigation features such as: habitat improvement measures in the refuge, planting plan on project lands, landscaping, and beautification measures.
