Depuis une quinzaine d'années, des inondations catastrophiques causant de nombreuses victimes et des centaines de millions d'euros de dégâts ont affecté la France méditerranéenne : 11 morts à Nîmes en 1988, 42 dans le Vaucluse en 1992, 35 dans l'Aude et ses départements voisins en 1999 et 24 dans le Gard en 2002. Chaque fois se reproduit le même scénario d'endommagement, se diffusent les mêmes images de désolation, surgissent les mêmes polémiques. Cet ouvrage fait le bilan des crues torrentielles qui ont dévasté l'Aude, le Tarn, les Pyrénées-Orientales et l'Hérault les 12 et 13 novembre 1999. La description de ces épisodes diluviens sert de prétexte à l'exposé détaillé des causes météorologiques et des manifestations hydrologiques des crues automnales méditerranéennes. Au-delà des causes physiques, l'auteur pointe le doigt sur les responsabilités humaines dans l'augmentation récente des dommages liés aux risques " naturels ". L'approche cartographique, souvent négligée dans les rapports de retour d'expériences consécutifs aux catastrophes hydrologiques, a été privilégiée. Enfin, le dernier chapitre aborde les progrès récents en matière de prévention du risque d'inondation en France tout en stigmatisant les insuffisances notamment en matière de contrôle d'occupation du sol ou d'alerte aux populations, particulièrement défaillante dans l'Aude en 1999 et dans le Gard en 2002. L'auteur tente de montrer que la gestion des risques naturels doit se concevoir comme un projet social concerté impliquant la responsabilisation de tous les acteurs de la société, depuis l'Etat jusqu'aux citoyens en passant par les experts, les assureurs et les élus.
