Seminar paper from the year 2010 in the subject Politics - Other International Politics Topics, grade: A, University of Flensburg, language: English, abstract: In this paper will be examined the cross-border cooperation between Greece and Turkey and more specifically the cross-border region of Thrace will be analyzed in detail. The case of the Greek-Turkish cross-border region is becoming more interesting than other cross-border regions, since Greece is a member of EU from 1981 and Turkey is a candidate member since 2005, that is to say the cross-border area in between these countries consists of the external borders of the EU with a potential member state of EU. Furthermore, the region of Thrace (Western Thrace for Greece and Eastern Thrace for Turkey) not only consists of an important region in geopolitical terms for both of the countries, but also the current situation of cross-border cooperation in this particular region represents and in to some extend explains with the most concrete way the prevailed situation of cross-border cooperation in the whole cross-border area of Greece and Turkey, including the border region of the Aegean Sea with coastal Turkey, the sea borders between these countries. Namely, it is indicative that the region of Thrace participated in Interreg IIIA but was excluded in Interreg IV, fact that complexes the cross-border cooperation and will be analyzed in detail in the following chapters. Before analyzing the case of Thrace, it is essential to mention that Greece and Turkey have long history of conflict, which goes back to the dissolution of Ottoman Empire and the formation of the Greek independent state. Currently, there is no military conflict but there are still political matters that are questioned form the one or the other side. The disputable sea borders, the air space, the FIR of Athens and the minorities in both of the countries are some o-border cooperation in a successful way. In specific, in the case of Thrace, the Turkish minority in the Greek part of Thrace plays an important role for cross-border cooperation and can be considered as a parameter that is responsible for the current situation of non actual cooperation.

Modern scholarship has not given Edirne the attention it deserves regarding its significance as one of the capitals of the Ottoman Empire. This edited volume offers a reinterpretation of Edirne’s history from Early Ottoman times to recent periods of the Turkish Republic. Presently, disconnections and discontinuities introduced by the transition from empire to nation state still characterize the image of the city and the historiography about it. In contrast, this volume examines how the city engages in the forming, deflecting and creative appropriation of its heritage, a process that has turned Edirne into a UNESCO heritage hotspot. A closer historical analysis demonstrates the dissonances and contradictions that these different interpretations and uses of heritage produce. When an earthquake hits a war zone or cyclone aid is flown in by an enemy, many ask: Can catastrophe bring peace? Disaster prevention and mitigation provide similar questions. Could setting up a flood warning system bring enemy countries together? Could a regional earthquake building code set the groundwork for wider regional cooperation? This book examines how and why disaster-related activities do and do not create peace and reduce conflict. Disaster-related activities refer to actions before a disaster such as prevention and mitigation along with actions after a disaster such as emergency response, humanitarian relief, and reconstruction. This volume investigates disaster diplomacy case studies from around the world, in a variety of political and disaster circumstances, from earthquakes in Greece and Turkey affecting these neighbours’ bilateral relations to volcanoes and typhoons influencing intra-state conflict in the Philippines. Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term—over weeks and months—provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds. This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.
