My department recognized that we were neglecting a vital piece of equipment in our inventory. This tool was a system such as CISD. CISD should be considered as a piece of equipment that is used to maintain our most valuable resource, our people. This paper will explain the process my department utilized to develop and implement a policy for CISD. I gathered research material on CISD, including numerous articles, a few books, and video tapes. The departments represented in my EFO class, "Strategic Analysis of Fire Department Operations" provided some information from their policies on CISD. In addition, several departments in my county were contacted for information on CISD. A major resource for the research in this paper, and for assistance in developing our policy was a newly formed CISD team in my area (The Southwest Ohio CISD Team).
